Patna: In a major infrastructure boost for the Bihar Police, two key police units — the Emergency Response Support System (ERSS/Dial-112) and the Cyber Investigation Unit — will soon get their own modern, high-tech buildings. The land for both projects has been identified at separate locations in Patna, and construction work is expected to begin shortly in the new year.
The upcoming buildings are aimed at strengthening emergency response, cybercrime investigation, data security, and overall police efficiency across the state.
Land Identified at Two Locations in Patna
According to official sources, 27 kathas of land have been identified in Rajiv Nagar for the construction of the Dial-112 (ERSS) building, while 15 to 20 kathas of land have been identified on Mangals Road for the Cyber Investigation Unit building.
Both sites have been finalized, and preparatory work for construction has already begun at the departmental level.

Seven-Storey Dial-112 Building with State Control Centre
The Dial-112 building will be a seven-storey structure, constructed at an estimated cost of ₹100 crore. It will function as the central control unit for the entire state of Bihar.
Key features of the Dial-112 building include:
- State-level Dial-112 call centre and operating system
- High-security infrastructure with advanced monitoring systems
- Establishment of the State Data Centre
- State Crime Records Bureau (SCRB) headquarters on upper floors
- Centralized storage of all police-related data and records
- High Security and Disaster Safety Measures
The Dial-112 building will follow stringent security standards. All police records — including investigation reports and sensitive documents — will be securely stored at this facility.
Special arrangements will be made to ensure:
- Protection of documents from damage
- Fire safety systems
- Safeguards against natural and other disasters
- The aim is to create a secure, centralized and technologically advanced police data hub for Bihar.
- Five-Storey Cyber Investigation Building Planned
- To strengthen the fight against cybercrime, a separate five-storey special building is being constructed for the Cyber Investigation Unit.
The design and technical specifications of this building have already been finalized, and construction is expected to begin soon.
Cyber Helpline 1930, Forensic Lab and Cyber Police Station
The cyber building will house several key facilities, including:
- Cyber helpline 1930 call centre
- State-level cybercrime control unit
- Seating and workspace for senior officers, investigating officers, and technical staff
- A specialized forensic laboratory to aid cybercrime investigations
- A cyber police station on the ground floor, where citizens can lodge cyber fraud complaints
This facility is expected to significantly improve the speed, accuracy, and effectiveness of cybercrime investigations in the state.
Construction to Begin After Foundation Stone Laying
Confirming the development, Sudhanshu Kumar, ADG (Modernization and Traffic), Bihar Police, stated that the work plans for both buildings have been prepared, and construction will begin soon after the foundation stone is laid.
“Preparations have already begun at the level of the police modernization unit. Both buildings will be unique and equipped with special features,” he said.
Strengthening Bihar Police Infrastructure
The construction of these two specialized buildings marks an important step towards modernizing Bihar Police infrastructure, enhancing emergency response systems, securing police data, and tackling the growing challenge of cybercrime more effectively.
