Patna: Just two days before the end of 2025, the Bihar General Administration Department (GAD) has carried out a significant administrative reshuffle, transferring 15 senior IAS officers and reassigning key responsibilities across departments and districts.

The notification issued by the GAD also includes changes in positions of Additional Chief Secretaries and Divisional Commissioners, indicating a broad realignment of the state bureaucracy ahead of the new year.

Key Transfers and New Responsibilities

Vijayalakshmi N (1995 Batch)

  • Appointed as Additional Chief Secretary of the Planning and Development Department.
  • Previously held charge as Additional Chief Secretary of Dairy, Fisheries, and Animal Resources Department.

Will also hold additional responsibilities as Secretary of the Bihar State Planning Board, Patna, and Project Director of Bihar Disaster Rehabilitation and Reconstruction Society, Patna.

Shirsat Kapil Ashok (2011 Batch)

  • Appointed as Secretary in-charge of Dairy, Fisheries, and Animal Resources Department.
  • Will additionally serve as Managing Director of Bihar Disaster Rehabilitation and Reconstruction Society.

K. Senthil Kumar (1996 Batch)

Appointed as Principal Secretary of the Sugarcane Industry Department, Bihar.

Previously held multiple key responsibilities including:

  • Principal Secretary of Planning and Development Department
  • Secretary of Bihar State Planning Board
  • Project Director of Bihar Disaster Rehabilitation and Reconstruction Society
  • Principal Secretary of Scheduled Castes and Scheduled Tribes Welfare Department
  • CEO of Mahadalit Development Mission

Managing Director of Bihar Scheduled Castes Cooperative Development Corporation Limited, Patna

Pankaj Kumar (1997 Batch)

  • Appointed as Principal Secretary of the Rural Development Department, Bihar.
  • Previously posted as Principal Secretary of Agriculture Department.
  • Will continue to hold additional charge of Inquiry Commissioner, GAD, Bihar.

Sanjeev Hans (1997 Batch)

  • Given the responsibility of Additional Member of the Revenue Board, Bihar.
  • Had been awaiting a posting for some time due to certain administrative reasons.

Other Key Appointments

Several other senior IAS officers were given new responsibilities –

  • Narmdeshwar Lal: Appointed as Principal Secretary, Agriculture Department.
  • Vinay Kumar: Appointed as Principal Secretary, Urban Development and Housing Department.

Divisional Commissioners Appointed

The reshuffle also included appointments of divisional commissioners to oversee key regions in Bihar –

  • Prem Singh Meena: Commissioner, Munger Division
  • Manish Kumar: Commissioner, Saran Division
  • Girivar Dayal Singh: Commissioner, Tirhut Division

Wider Bureaucratic Impact

The reshuffle reflects the state government’s efforts to realign key administrative posts and streamline governance ahead of 2026.

Officials note that these transfers are intended to:

  • Strengthen departmental leadership in critical sectors like planning, rural development, agriculture, and sugarcane industry.
  • Ensure smooth functioning of disaster rehabilitation and welfare projects.
  • Assign experienced officers to posts where their skills and experience can be maximally utilized.

The GAD notification emphasizes continuity in additional responsibilities, ensuring officers like K. Senthil Kumar and Pankaj Kumar continue handling multiple strategic roles alongside their new postings.
