Bodh Gaya: Bihar has taken another step towards expanding its industrial infrastructure with the formal launch of Bihar Integrated Manufacturing City Gaya Limited (BIMCGL), the special purpose vehicle responsible for implementing the Integrated Manufacturing Cluster (IMC) at Gaya.
Bihar Chief Minister Samrat Choudhary launched the company at Bodh Gaya on October 24, 2026. The event also featured the signing of 12 memoranda of understanding (MoUs) with prospective investors for approximately 300 acres of industrial land, involving proposed investments of around ₹4,200 crore.
The proposed projects have an estimated employment potential of 16,095 opportunities. The agreements cover sectors including food processing, automobile components, medicinal products, pharmaceuticals and other manufacturing activities.
The launch also marked the curtain-raiser for Bihar Business Connect 2027, the state’s upcoming investment outreach initiative.
BIMCGL to Oversee Development of Gaya Manufacturing Cluster
BIMCGL is the implementing agency for the 1,670-acre Integrated Manufacturing Cluster in Dobhi block of Gaya district. The project is being developed under the Amritsar–Kolkata Industrial Corridor (AKIC), which forms part of the National Industrial Corridor Development Programme (NICDP).
The National Industrial Corridor Development Corporation (NICDC) is involved in developing the industrial corridor infrastructure, with BIMCGL serving as the dedicated project company.

The project received approval from the Union government on August 28, 2024, at a total cost of ₹1,339 crore, including land acquisition costs
BIMCGL was incorporated on January 6, 2025, as a joint venture between the Bihar Industrial Area Development Authority (BIADA) and the National Industrial Corridor Development and Implementation Trust (NICDIT), with equal equity participation by both entities.
Describing the significance of the development, NICDC stated:
“The National Industrial Corridor Development Corporation (NICDC) marked a significant milestone in advancing industrial development in Bihar with the formal launch of Bihar Integrated Manufacturing City Gaya Limited (BIMCGL) by the Chief Minister of Bihar, Shri Samrat Choudhary, at Bodh Gaya.”
Earlier MoUs Cover ₹31,750 Crore in Proposed Investments
The latest agreements add to earlier investor arrangements associated with IMC Gaya.
Previously signed MoUs covered approximately 2,586 acres and represented proposed investments of ₹31,750 crore, with an estimated employment potential of 52,050 opportunities.
Together, the earlier agreements and the latest 12 MoUs indicate substantial prospective investor interest in the manufacturing cluster.
The wider IMC Gaya project has an estimated investment potential of approximately ₹16,500 crore and an employment potential of more than 1.09 lakh jobs, according to NICDC’s project information.
Infrastructure Development Has Started at IMC Gaya
Work on the industrial cluster’s infrastructure is underway. The Bihar government has taken possession of the project land, and the Centre released an initial equity tranche of ₹132 crore in September 2025 against the transfer of 415 acres.
The project management and construction supervision consultant and the engineering, procurement and construction (EPC) contractor for the trunk infrastructure works have also been appointed.
Planned infrastructure includes:
- Internal roads and connectivity facilities.
- Water supply and distribution systems.
- Sewerage and wastewater treatment facilities.
- Power distribution infrastructure.
- Solid waste management systems.
- Fire safety facilities.
Construction of a dedicated helipad is also at an advanced stage, intended to improve access for investors, business delegations and senior officials.
The project is located near National Highways 22 and 19, while Gaya Airport is approximately 39 kilometres away. These transport links are expected to provide access to regional industrial and commercial centres.
Food Processing, Textiles and Engineering Among Focus Sectors
IMC Gaya is being planned to accommodate a range of manufacturing activities, including agro-based industries, textiles, readymade garments, furniture, handicrafts, handloom, engineering and fabrication.
The proposed industrial ecosystem is intended to accommodate both large manufacturers and micro, small and medium enterprises (MSMEs).
The cluster’s integrated infrastructure is designed to support industrial operations while providing opportunities for local businesses to participate in manufacturing supply chains.
Digital Portal Launched to Facilitate Land Allotment
Alongside the launch of BIMCGL, the Chief Minister unveiled the company’s logo and launched its official website and Integrated Land Allotment Portal.
The online platform is intended to improve transparency in industrial land allotment and simplify investor access to application and management services.
A dedicated project company and digital allotment system are expected to provide a formal framework for coordinating land allocation, infrastructure development, statutory clearances and investor facilitation.
Bihar Business Connect 2027 to Promote Investment Opportunities
The programme also served as a curtain-raiser for Bihar Business Connect 2027, bringing together approximately 250 delegates, including prospective investors, industry representatives, government officials and representatives of foreign diplomatic missions.
Ambassadors and senior representatives from the embassies of Japan, Thailand and Laos attended the event. Representatives of Bihar Foundation chapters from 55 countries also participated virtually.
Chief Minister Samrat Choudhary reiterated the state government’s commitment to industrial development, investment attraction and employment generation through improved infrastructure and investor-friendly measures.
Union Minister for Micro, Small and Medium Enterprises Jitan Ram Manjhi highlighted the importance of central government support in strengthening manufacturing and promoting MSMEs in Bihar.
With BIMCGL now formally launched and physical infrastructure work underway, IMC Gaya is being developed as a major industrial destination in eastern India. The implementation of proposed investor projects will determine how much of the announced investment potential translates into operational industrial units and employment.
