Patna: The Bihar Rail Police is set to introduce a structured and transparent policy for transfers and postings, ending arbitrary decisions in officer and staff placements. The new policy will ensure that all inter-district and departmental transfers are conducted systematically under a clear framework.
Special Committee Constituted for Policy Drafting
A three-member committee has been formed to draft the new transfer and posting policy for the Rail Police. The committee is chaired by the Inspector General (IG) of Rail Police, with the Deputy Inspector General (DIG) and Assistant Inspector General (AIG) as members. The committee has been instructed to submit its recommendations to the Additional Director General (ADG) (Rail) within one week.
ADG (Rail) Dr. Kamal Kishore Singh issued the formal order announcing the committee’s formation, stating that no inter-district transfers will be executed until the policy is finalized. This step is aimed at ensuring fair and merit-based postings across Bihar’s rail police network.
Future Transfers to Be Managed by IG-led Board
Once the policy is approved, a four-member board will oversee all future inter-district transfers. The board will be chaired by the Rail Police IG, with the DIG and AIG as members, and the Establishment Branch head serving as the convener.
The transfer proposals approved by the board will then be sanctioned by the ADG (Rail) before official orders are issued. Routine transfers within a district will continue to be managed by the respective Rail Police Superintendent, while police station in-charge postings will follow a one-year rotation under the supervision of DIG (Rail).
Administrative Autonomy Ensured
The new policy framework ensures that the ADG (Rail) retains full authority to intervene if necessary, maintaining administrative flexibility while promoting transparency. Officials believe this initiative will strengthen governance, accountability, and operational efficiency in the state’s rail policing system.
