Patna: Bihar’s Planning and Development Department has been nationally recognized for its exemplary work in water resource management. The award was presented to Dr. N. Vijayalakshmi, Additional Chief Secretary (ACS), for the department’s successful implementation of key water-related censuses, including the 7th Minor Irrigation Census, 2nd Water Body Census, and the 1st Springs Census.
The award was conferred during a ceremony in New Delhi organized by the Ministry of Jal Shakti on the occasion of World Water Day. Union Minister of Jal Shakti, CR Patil, personally handed over the honor to Dr. Vijayalakshmi. State Water Minister V. Somanna, Raj Bhushan Chaudhary, and departmental Secretary V.L. Kantha Rao were also present.
Key Achievements Leading to the Award
The recognition highlights several critical initiatives led by the Planning & Development Department under Dr. Vijayalakshmi’s guidance:
- Successful completion of the 7th Minor Irrigation Census
- Completion of the 2nd Water Body Census
- Execution of the 1st Springs Census
- Effective management of extensive review operations despite tight timelines and election-related responsibilities
Speaking at the event, Dr. Vijayalakshmi said, “This award is a proud moment for Bihar. Our team completed these crucial censuses under challenging conditions, demonstrating dedication, teamwork, and strong leadership. The data collected will guide evidence-based policy-making and better water resource management across the state.”

Enhancing Water Management in Bihar
The censuses conducted by Bihar provide vital data for:
- Scientific management of water resources
- Effective implementation of irrigation and development schemes
- Evidence-based policy formulation for sustainable water use
The awards were based on rigorous assessment across four parameters: minor irrigation, water bodies, water sources, and major & medium irrigation projects. Bihar received recognition in three of these categories, while the state’s Water Resources Department was separately awarded for exceptional work in the fourth category.

Special Recognition for Irrigation Census Completion
On the occasion of World Water Day, the Ministry of Jal Shakti also honored Bihar’s Water Resources Department for completing the Irrigation Census Scheme. The award, including a shield and certificate, was presented to Principal Secretary Santosh Kumar Mall. The department received special appreciation for successfully conducting the 1st Major and Medium Irrigation Project Census.
Officials present during the ceremony included Chief Engineer (Headquarters) Brajesh Mohan, Superintending Engineer (Irrigation Planning & Monitoring Circle, Patna) Purnendu Kumar, and Local Engineer Chandrashekhar Kumar.
The data generated from these censuses is expected to play a pivotal role in strengthening Bihar’s water management strategies, improving irrigation planning, and supporting future development projects across the state.
