Patna: Bihar is steadily transforming from an agriculture-dominated state to a hub of innovation and entrepreneurship, thanks to the state government’s flagship Startup Bihar scheme. The initiative is empowering people from all backgrounds to become self-reliant through self-employment opportunities.
According to the Department of Industries, 1,522 startups have been registered under the scheme so far, with a total disbursal of ₹62.50 crore. Notably, a significant number of these startups are led by women and members of Scheduled Castes and Scheduled Tribes. In certain cases, additional financial support totaling ₹13.30 lakh has also been provided.

The rise in rural participation reflects the growing appeal of entrepreneurship across Bihar. This upward trend is credited to a robust support system put in place by the Industries Department, which offers comprehensive assistance at every stage—from idea development to business expansion.
Launched in 2017, the Bihar Startup Policy was aimed at promoting a culture of innovation in the state. Recognizing the evolving landscape and local needs, the government introduced a revised version—Bihar Startup Policy 2022. The updated policy is designed to be more inclusive, efficient, and agile, thereby accelerating its reach and impact.
The core objective of the policy is to leverage the talent of Bihar’s youth to create a favorable environment for startups and position Bihar as a preferred destination for entrepreneurs, investors, and stakeholders. The Industries Department is also nurturing a culture of innovation through a variety of programs, awards, and awareness campaigns.
Industries Minister Nitish Mishra emphasized the government’s commitment to fostering entrepreneurship. “We are promoting innovation at multiple levels—from offering incentives to mentoring young innovators and supporting viable proposals through to implementation,” he said. “This is not only encouraging self-employment but also helping the youth transform their ideas into reality.”

The Mission behind the Startup Bihar initiative has been to :
- Support startups by seed funding as well as matching grants to increase their viability
- Facilitate Entrepreneurship Development Centers and Entrepreneurship Facilitation Centers to increase awareness and promote entrepreneurship amongst the youth.
- Encourage Entrepreneurship through education by introducing learning modules in the University/ Schools, MOOC (Massive Open Online Courses), internships amongst others.
- Facilitate development of new and support expansion of existing Incubators/common infrastructure spaces/Coworking spaces.
- Enable hassle-free and time bound statutory clearances for startups.
- Provide appropriate institutional support to enable the nurturing of startups including mentoring, hand-holding and training/orientation visits.
