New Delhi: Bharat Petroleum Corporation Limited (BPCL), a Fortune Global 500 company and one of India’s leading energy majors, has signed three landmark Memoranda of Understanding (MoUs) with Oil India Limited (OIL), Numaligarh Refinery Limited (NRL) and Fertilisers & Chemicals Travancore Limited (FACT) to drive growth across refining, petrochemicals, logistics, and green energy.
The MoUs were exchanged at the 28th Energy Technology Meet 2025 in Hyderabad in the presence of Pankaj Jain, Secretary, Ministry of Petroleum and Natural Gas (MoPNG). The strategic partnerships underscore BPCL’s commitment to building a sustainable and self-reliant energy ecosystem aligned with the Government of India’s Atmanirbhar Bharat vision.
₹1 Lakh Crore Greenfield Refinery and Petrochemical Complex in Andhra Pradesh
In a major step towards expanding India’s refining capacity, BPCL and OIL signed a non-binding MoU to explore collaboration in developing South India’s first integrated Greenfield Refinery and Petrochemical Complex near Ramayapatnam Port in Nellore district, Andhra Pradesh.
The proposed project, with a refining capacity of 9–12 Million Metric Tons Per Annum (MMTPA) and an estimated investment of ₹1 lakh crore (US$11 billion), will be a key driver of India’s downstream expansion. The complex will include a 1.5 MMTPA ethylene cracker unit—the first of its kind in southern India—with a 35% petrochemical intensity, among the highest in the country.
Sanjay Khanna, Director (Refineries) and Chairman & Managing Director (Additional Charge), BPCL, said,
“This collaboration marks a significant milestone in our journey to build world-class refining and petrochemical infrastructure in southern India. By joining hands with OIL, we are combining complementary strengths to create a project of strategic scale and sustainability. The Ramayapatnam complex will reinforce India’s self-reliance in fuels and petrochemicals in line with Atmanirbhar Bharat.”
The project has already secured 6,000 acres of land from the Government of Andhra Pradesh, and key statutory approvals are in place. Commercial operations are expected by FY 2030, catalyzing industrial development and job creation in the region.

₹3,500 Crore Product Pipeline to Strengthen Logistics Network
In another significant collaboration, BPCL, OIL, and NRL signed a tripartite MoU for the construction of a 700-km cross-country product pipeline from Siliguri to Mughalsarai via Muzaffarpur, following NRL’s refinery expansion from 3 MMTPA to 9 MMTPA.
With an investment of ₹3,500 crore, the pipeline will facilitate efficient evacuation of Motor Spirit (MS), High-Speed Diesel (HSD) and Aviation Turbine Fuel (ATF). BPCL will hold a 50% equity stake, while OIL and NRL will share the remaining 50%.
The partners also plan to upgrade BPCL depots at Mughalsarai and Muzaffarpur, and develop new facilities at Singrauli (Madhya Pradesh), Korba (Chhattisgarh), Khagaria (Bihar) and Tatanagar (Jharkhand) to strengthen downstream logistics.
BPCL–FACT Pact to Promote Green Energy and Organic Fertilisers
Taking forward its green and waste-to-energy initiatives, BPCL signed an MoU with Fertilisers and Chemicals Travancore Limited (FACT) for the supply and trading of organic fertilisers produced from BPCL’s upcoming Municipal Solid Waste (MSW)-based Compressed Biogas (CBG) Plant at Brahmapuram near Kochi Refinery.
The plant will process 150 MT of municipal waste per day, producing 5.6 MT of CBG, along with 28 MT of Fermented Organic Manure (FOM) and 100 KL of Liquid Fermented Organic Manure (LFOM) daily. The collaboration will enable FACT to distribute high-quality organic fertilisers, supporting sustainable agriculture and India’s waste-to-energy goals.
The MoU was signed between Manoj Menon, Business Head (I&C), BPCL, and S. Sakthimani, Director (Finance), FACT, in the presence of Sanjay Khanna, Director (Refineries) & C&MD (Addl. Charge), BPCL, and Pankaj Jain, Secretary, MoPNG.

The three MoUs reflect BPCL’s integrated strategy to expand refining capacity, advance petrochemical integration, accelerate green energy projects, and enhance logistics infrastructure. Collectively, these initiatives are poised to strengthen India’s energy security and economic resilience.
