New DelhiBharat Petroleum Corporation Limited’s (BPCL) Bina Refinery has received the prestigious title of “Most Reliable Refinery” at the Global Refining & Petrochemical Congress (GRPC) 2025, marking a significant recognition of its operational excellence.

Shri Chacko M Jose, Executive Director of Bina Refinery, accepted the award along with senior officials during a high-profile event attended by industry leaders, global stakeholders, and policymakers.

Performance Backed by Global Benchmarking

The accolade is supported by Bina Refinery’s consistent top-tier rankings in Solomon Benchmarking, which evaluates performance indicators like operational availability, energy efficiency, cost-effectiveness, and profitability. The refinery has held a top quartile (Q1) status globally, underscoring BPCL’s focus on reliability and best-in-class systems.

The refinery’s success is rooted in its strong safety-first culture and an innovation-driven operational model. With world-class systems in place, Bina Refinery continues to deliver high performance and remains a benchmark of excellence in India’s refining sector.

Capacity Expansion and Strategic Growth

Commissioned in 2011 with a capacity of 6 MTPA, Bina Refinery was upgraded to 7.8 MTPA in 2018. It is now undergoing a major expansion to 11 MTPA, including the addition of an ethylene cracker unit. The ₹48,926 crore expansion is being funded partly through a ₹31,802 crore loan, and aims to boost India’s petrochemical capacity while creating employment and fostering regional development.

Bina is setting the standard among BPCL’s refinery network. While the Mumbai Refinery is slated to enter the top quartile next year, the Kochi Refinery is currently in the second quartile, reflecting the corporation’s widespread push for global competitiveness and operational excellence.

Bina Refinery, formerly Bharat Oman Refinery Ltd, is now fully owned by Bharat Petroleum Corporation Limited. It processes Arab-mix crude and operates advanced units like hydrocracker and delayed coker. As part of BPCL’s long-term petrochemical vision, the refinery is at the heart of a significant expansion to boost national capacity and meet growing industrial demands.
