New Delhi: In a significant development for Haryana State Civil Services officers, the Chandigarh Bench of the Central Administrative Tribunal (CAT) has issued an interim order staying the expiry of the 2021 selection list for promotion to the Indian Administrative Service (IAS). The Tribunal directed that the list shall remain valid until the next date of hearing on January 6, 2026.
The order came on an application filed by Kamlesh Kumar Bhadoo, a Haryana State Services officer, who is seeking regular promotion to the IAS. Bhadoo was represented by senior advocate Gurminder Singh along with advocate Inder Pal Goyat.
Haryana 2021 IAS Selection List Case: Tribunal Directs State to File Reply
While issuing the notice, the CAT directed the Haryana Government to file its reply by the next hearing date. The Tribunal clarified that any modification or continuation of the interim order would be considered after reviewing the state’s response.
During the proceedings, the applicant’s counsel highlighted that Bhadoo’s name had been provisionally included in the 2021 IAS promotion list, which was due to lapse on December 31, 2025. The counsel sought urgent interim protection to prevent the list from expiring before the Tribunal could adjudicate the matter.
Haryana 2021 IAS Selection List Case: Chargesheet Stayed by High Court
The Tribunal took note of submissions that the operation and effect of a chargesheet dated June 30, 2023, had been stayed by the Punjab and Haryana High Court concerning Bhadoo. Additionally, it was highlighted that no formal charges had yet been framed by the trial court.
In light of these facts, the Tribunal held that the 2021 IAS selection list should not lapse until the next hearing.
Controversy Over Provisional Promotion
Bhadoo has challenged the Haryana Government’s decision to deny him regular promotion to the IAS. Instead, he was included only on a provisional basis in the selection lists from 2020 to 2022, prepared during the Selection Committee meeting held on July 14, 2025.
The state government had justified this provisional status citing the filing of a final report in a FIR registered with the Anti-Corruption Bureau (ACB), Hisar. However, Bhadoo contended that the report could not impact his promotion, as the High Court had already stayed the operation of the chargesheet.
Haryana 2021 IAS Selection List Case: Demand for Unconditional Inclusion
The applicant has requested that his candidature be considered unconditionally for inclusion in the selection lists from 2020 to 2024 for promotion to the IAS in the Haryana cadre.
The Tribunal will hear the matter again and consider further directions on January 6, 2026.
