New Delhi: The Centre for Development of Telematics (C-DOT) has signed a Memorandum of Understanding (MoU) with the Government of Andhra Pradesh to participate in the ambitious Amaravati Quantum Valley (AQV) initiative. The agreement marks a significant step toward strengthening India’s growing capabilities in quantum research, secure communications, and advanced digital technologies.
A Major Push Toward India’s Quantum Future
The Government of Andhra Pradesh has launched the Amaravati Quantum Valley as a transformative project to position the state—and India—at the forefront of global quantum innovation. Located in the capital region of Amaravati, AQV is envisioned as an integrated ecosystem bringing together hardware manufacturing, software development, research excellence, and talent development under one framework.
The initiative aims to attract leading research institutions, technology providers, and industry pioneers to accelerate the development of quantum technologies and create future-ready skilled professionals.

C-DOT to Establish Centre of Excellence in Quantum Communication
Under the MoU, C-DOT will establish a Centre of Excellence (CoE) in Quantum Communication & Security Solutions within AQV. The CoE will focus on designing, developing, and deploying advanced quantum communication systems and secure networks capable of meeting India’s emerging strategic needs.
In addition to quantum communication, the facility will also explore Privacy Enhancement Technologies (PETs) and allied domains to contribute to building a trustworthy and secure digital infrastructure for the nation.
The MoU was signed by Dr. Pankaj Kumar Dalela, Executive Vice President of C-DOT, in the presence of Mr. Nara Lokesh, Minister of ITE&C and HRD, Government of Andhra Pradesh, and Mr. Bhaskar Katamneni, Secretary, Information Technology & Communications (ITE&C) Department.
