New Delhi/Jammu: In a series of important administrative developments, the Central Government and the Jammu and Kashmir administration have issued notifications and orders related to senior officer appointments, re-designation of posts, and transfers.
The notifications pertain to the re-designation of a post in the Department of Water Resources, River Development & Ganga Rejuvenation at the Centre, and the relieving of an IPS officer from Jammu and Kashmir following his transfer to the Delhi Segment, along with an interim charge arrangement.
Deputy Secretary Post Re-designated as Director Till October 2030
According to a notification issued in New Delhi on January 22, 2026, the post of Deputy Secretary in the Department of Water Resources, River Development & Ganga Rejuvenation, presently held by Ms. Davinder Suman (IFS: 2012: AM), has been re-designated as Director.
The re-designation has been approved for a period up to October 7, 2030, which constitutes the total admissible tenure of five years at the Director level under central deputation norms.
Central Deputation Tenure Effective from October 8, 2025
As per the notification, Davinder Suman’s central deputation tenure will be counted with effect from October 8, 2025. She will continue to serve in the re-designated post of Director in the department until the completion of the approved tenure, unless further orders are issued.
The Department of Water Resources, River Development & Ganga Rejuvenation plays a key role in water management, river conservation, and Ganga rejuvenation projects, making the re-designation a significant administrative decision.
IPS Officer Shobhit Saksena Relieved from Jammu and Kashmir
In another major development, the Government of Jammu and Kashmir has relieved IPS Officer Shobhit Saksena, who was serving as Senior Superintendent of Police (SSP), Security, Jammu and Kashmir, following his transfer to the Delhi Segment.
The relieving order was issued on January 23, 2026, formally ending his tenure in the Union Territory.
LG Manoj Sinha Orders Relieving of Officer
The order relieving Shobhit Saksena, IPS, was issued on the directions of Lieutenant Governor Manoj Sinha. During his service in Jammu and Kashmir, the officer held several important postings, including SSP Kathua, and most recently SSP Security.
Following the transfer order, he has now been relieved from his duties in J&K to enable him to take up his new assignment in the Delhi Segment.
Rakesh Kumar Given Charge of SSP Security Headquarters
Subsequent to Shobhit Saksena’s relieving, the Lieutenant Governor of Jammu and Kashmir has assigned the additional charge of SSP Security Headquarters to Rakesh Kumar.
The arrangement has been made to ensure continuity in security-related functions until a regular posting is made for the position.
Administrative Reshuffle Across Centre and Union Territory
These notifications reflect ongoing administrative restructuring and cadre management at both the central level and in the Union Territory of Jammu and Kashmir. Such decisions are part of routine governance measures aimed at ensuring effective leadership and continuity in key departments and security establishments.
