Bhopal: Madhya Pradesh Chief Minister Dr. Mohan Yadav laid the foundation stone for multiple development projects worth nearly ₹100 crore at Barkatullah University, Bhopal, under the PM-Usha (Prime Minister’s Higher Education Abhiyan) Project. The projects include the construction of a new girls’ hostel, agriculture institute, IT resource center, convention hall, incubation center, and a modern studio facility.
The CM also participated in the inaugural ceremony for the academic session 2025–26, addressing new students and faculty members.
Focus on Educational Excellence
Dr. Yadav highlighted that Madhya Pradesh is witnessing a revolution in higher education through the PM Excellence College model, which is attracting attention nationwide. He stressed that the successful implementation of the National Education Policy (NEP) is paving the way for an Atmanirbhar (self-reliant) Madhya Pradesh, aligned with Prime Minister Narendra Modi’s vision of a strong and independent India.
“Students must embrace innovation and technology to drive the nation forward. Our youth should aim not just to seek jobs but to become job creators. The government will provide all possible support, training, and resources to achieve this vision,” Dr. Yadav stated.
Student-Centric Announcements
At the event, the Chief Minister announced the launch of new employment-oriented courses across state universities and assured students of free bus transport facilities for easier commuting. He also emphasized that agriculture faculties are being introduced in universities to align with Madhya Pradesh’s agrarian strengths.
Broader Development Vision for Bhopal and the State
Dr. Yadav noted that Bhopal is rapidly transforming with major projects, including:
- Metro rail services and a new BEML unit for advanced and high-speed rail coach manufacturing.
- Tourism boost with shikara rides in the city’s Upper Lake, modeled on Kashmir.
- New greenfield highways connecting Bhopal with Indore, Jabalpur, and Rewa.
On the industrial front, he said efforts are underway to attract investment in ready-made garment industries under the PM Mitra scheme, enabling youth to build careers in fashion and textiles.
Higher Education Reforms
Madhya Pradesh Higher Education Minister Inder Singh Parmar praised the CM’s vision, noting that the government is committed to digitalisation of universities and introducing multi-language credit-based courses across select institutions. These initiatives aim to set an example for the entire nation.
State Minister Smt. Krishna Gaur expressed gratitude to the Chief Minister for the development initiatives, while Barkatullah University Vice Chancellor Prof. S.K. Jain announced that the university has received ₹100 crore funding, including ₹55 crore for the projects launched today.

The PM-Usha (Prime Minister’s Higher Education Abhiyan) scheme aims to enhance the quality of higher education across India through financial support. Madhya Pradesh has already received approvals worth ₹565 crore for 38 universities and colleges, of which Barkatullah University has been allocated ₹100 crore.
