Bhopal: Madhya Pradesh Chief Minister Dr. Mohan Yadav emphasized the need for a long-term vision, innovation, and uncompromised quality in building construction while inaugurating a one-day Capacity Building Workshop organized by the Public Works Department (PWD) under the Madhya Pradesh Building Development Corporation at Ravindra Bhavan.
During the event, CM Yadav launched the Project Management System (PMS) 2.0 digital portal, unveiled the Building Development Corporation’s brochures and manuals, and witnessed the signing of four MoUs with leading national institutions for road and building development projects.
“Construction Is an Art, Not Just Brick and Stone”
Addressing engineers and technical officials, CM Yadav said that construction is not merely the combination of bricks and stones but an innovative art that requires conceptual and qualitative approaches.
He stressed:
- Adoption of a long-term development strategy
- No compromise on quality standards
- Greater transparency and innovation in execution
- Continuous skill upgradation to match evolving technologies
Calling engineers the “living embodiment of Lord Vishwakarma,” the Chief Minister praised the PWD for building a distinct identity over the past two years through impactful infrastructure projects.

Launch of PMS 2.0 and Key Initiatives
The Chief Minister formally launched the PMS 2.0 Digital Project Management System, aimed at enhancing transparency, efficiency, and monitoring in government construction projects.
Key releases and initiatives included:
- Training Calendar for 2026–27
- Road Network Master Plan based on PM Gati Shakti Portal
- Budget Module and Departmental Newsletter
- Project Management Manual 2.0
- Brochures and manuals of MP Building Development Corporation

Four MoUs Signed with National Institutions
To strengthen infrastructure capacity and technical expertise, MoUs were signed with:
- Central Road Research Institute (CRRI), New Delhi
- Indian Academy of Highway Engineers (IAHE), New Delhi
- Engineering Staff College of India (ESCI), Hyderabad
- IIT Mumbai
- School of Planning and Architecture (SPA), Bhopal
These partnerships aim to improve training, innovation, green building adoption, and quality standards in infrastructure projects.
Focus on Green Buildings and Modern Technologies
Public Works Minister Rakesh Singh stated that infrastructure development today goes beyond construction and integrates governance, transparency, technology, and citizen convenience.
Key highlights announced:
- Buildings costing over ₹10 crore to follow Green Building standards
- One-year structured training calendar with quarterly themes on roads, bridges, buildings, environment, and new technologies
- Workshop on Tree Shifting Mechanism to be conducted soon
- Surprise inspections initiated in line with best practices adopted by states like Odisha and Rajasthan
- 293 new engineering posts approved for PWD
The department has also prepared plans for over 500 public welfare ponds in collaboration with Bhaskaracharya Institute.
Infrastructure Growth Aligned with PM Gati Shakti
The Chief Minister highlighted that under Prime Minister Narendra Modi’s guidance, the PM Gati Shakti National Master Plan is driving coordinated infrastructure development across the state.
He stated that Madhya Pradesh is accelerating road connectivity to villages and strengthening infrastructure in alignment with the Developed India @2047 vision.
Participation of Senior Officials
The workshop witnessed participation from over 2,000 engineers and technical officers from PWD, Project Implementation Units, MP Road Development Corporation, and MP Building Development Corporation.

- Sibi Chakravarthy, MD, MP Building Development Corporation
- Bharat Yadav, MD, MP Road Development Corporation
- K.P.S. Rana, Chief Engineer
National experts also delivered sessions on green building concepts, modern construction techniques, quality control, and innovation.
