Delhi: In a major step to strengthen animal welfare, the Delhi government has announced the formation of Society for Prevention of Cruelty to Animals (SPCA) committees in all 13 revenue districts. These committees will be headed by the respective District Magistrates, ensuring stronger oversight and faster action on animal protection issues.
Chief Minister Rekha Gupta said the decision follows the recent reorganization of revenue districts and aims to ensure effective implementation of animal protection laws.
How SPCA Committees Will Function
The SPCA committees will operate under the Prevention of Cruelty to Animals Act, 1960. Each committee will include:
- Experts in animal welfare
- Key members from relevant fields
At the district level, these committees will provide better monitoring of cruelty cases and ensure quick, effective action, leading to faster and more tangible results in animal protection.
DSPCA to Be Dissolved
Under the new guidelines, the existing Delhi Society for Prevention of Cruelty to Animals (DSPCA) will be closed.
A state-level Animal Welfare Board will now oversee the SPCA committees, focusing on:

- Providing technical and financial support to enhance committee efficiency
