New Delhi: The Central Government on Thursday issued a series of important notifications related to appointments, redesignation, and premature repatriation of senior officers across multiple ministries, including the Ministry of Ports, Shipping & Waterways, Department of Defence Production, and the Department of Financial Services (DFS).
Dinesh Hariram Mate’s Post Upgraded in Directorate General of Shipping
The post of Deputy Director General at the Deputy Secretary level, currently held by Dinesh Hariram Mate (IA&AS: 2012), has been re-designated as Deputy Director General at the Director level in the Directorate General of Shipping, Mumbai, under the Ministry of Ports, Shipping & Waterways.
According to the notification, the upgraded designation will remain valid for a period up to November 21, 2030. Mate’s central deputation tenure is effective from November 21, 2025 (Afternoon).
The redesignation reflects an enhancement in the level and responsibilities of the post within the Directorate, which plays a key role in regulating maritime safety, shipping standards, and maritime administration in India.
Rajeev Prakash Repatriated from Defence Production Department
Rajeev Prakash (IP&TA&FS: 1995), who was serving as Joint Secretary in the Department of Defence Production, has been repatriated to his parent cadre.
The repatriation has been approved on personal grounds, as per the notification issued by the competent authority. No replacement or further posting details have been announced at this stage.
The Department of Defence Production functions under the Ministry of Defence and is responsible for indigenous defence manufacturing, defence PSUs, and strategic industrial policy.
ACC Approves Premature Repatriation of DFS Joint Secretary Prashant Kumar Goyal
In another significant development, the Appointments Committee of the Cabinet (ACC) has approved the premature repatriation of IAS officer Prashant Kumar Goyal (IAS: 2007: Tripura cadre) from the Department of Financial Services (DFS).
An order issued by the Department of Personnel and Training (DoPT) on February 4, 2026, confirmed that Goyal, who was serving as Joint Secretary in DFS, will be repatriated to his parent cadre of Tripura, along with the imposition of an extended cooling-off period.
Tenure Cut Short Before Scheduled Completion
Prashant Kumar Goyal had joined the Department of Financial Services on June 23, 2022, initially as Director, for a five-year central deputation tenure scheduled to continue until June 23, 2027. However, his deputation has been curtailed well before the completion of the approved tenure.
The DFS, under the Ministry of Finance, handles critical policy matters related to banking, financial institutions, public sector banks, and financial sector reforms, making the premature repatriation of a Joint Secretary-level officer a development of note in bureaucratic circles.

The set of notifications reflects the dynamic nature of senior-level postings and cadre management within the central government.
