Goa: In a prestigious recognition of exemplary leadership, Dr. Siba Prasad Mohanty, Managing Director of Hindustan Urvarak & Rasayan Ltd (HURL) and Talcher Fertilizers Ltd (AVFCCL), has been awarded the Chanakya Award 2025 – CEO of the Year (Joint Ventures) at the 19th Global Conclave of the Public Relations Council of India (PRCI).
The award was presented by Hon’ble Governor of Goa, Shri Pusapati Ashok Gajapathi Raju, and Shri Shripad Yesso Naik, Minister of State for Power and New & Renewable Energy, Government of India.

The Chanakya Award is one of PRCI’s highest honours, celebrating excellence in leadership, communication, and corporate responsibility. Dr. Mohanty was selected for his visionary leadership, strategic insight, and significant contributions to joint venture projects in the fertilizer sector, particularly through HURL and AVFCCL.
Under his stewardship, the companies have pushed forward key projects focused on –

Dr. Mohanty’s tenure has been marked by the successful revival of Talcher Fertilizer Project, a first-of-its-kind coal-gasification-based urea plant, and steering HURL towards completing critical infrastructure for fertilizer production and distribution.
His leadership reflects the Government of India’s Atmanirbhar Bharat vision and reaffirms the role of joint ventures in public-private cooperation.

Hindustan Urvarak & Rasayan Limited (HURL) is a joint venture company formed by leading Indian public sector undertakings (PSUs) to revive three closed fertilizer plants and boost domestic urea production. The company’s goal is to ensure India’s food security and drive economic growth, particularly in the eastern part of the country. HURL was incorporated on June 15, 2016, with Maharatna PSUs Coal India Limited (CIL), NTPC Limited, and Indian Oil Corporation Limited (IOCL) as its lead promoters.
About Talcher Fertilizers Ltd
Talcher Fertilizers Limited (TFL) is a joint venture company created to revive the closed fertilizer plant of the Fertilizer Corporation of India (FCIL) in Talcher, Odisha. The new plant will be India’s first to use coal gasification technology to produce urea. TFL was incorporated on November 3, 2015, by a consortium of public sector undertakings (PSUs) to revive the old FCIL unit, which was shut down in 2002 due to technological and operational issues.
