Y. S. Jagan Mohan Reddy-led Andhra Government issued orders for the creation of Eighty-Five (85) additional posts in cadres of Additional Secretary, Joint Secretary, Deputy Secretary, Assistant Secretary and Section Officers in various departments of State Secretariat under the control of Single Unit, General Administration Department, to help the state bureaucracy meet the objectives under its people welfare schemes ‘Navaratnalu’ and other new policy initiatives.

In a report submitted by the Andhra Pradesh Secretariat Association and the Andhra Pradesh Secretariat Officers Association, it was observed that, after the bifurcation of the State of Andhra Pradesh, the cadre strength of all cadres in the residuary Andhra Pradesh Secretariat was reduced by 42%, leading to overwhelming of the existing staff and processes.
