In a landmark decision taken by Jammu and Kashmir government, the Department of Revenue has launched a novel initiative which is aiming at increasing the operational efficiency in online services delivery. The initiative is called ‘Government Process Re-Engineering’ (GPR).
For this, 20 district level committees/GPR study groups constituted for furnishing feedback for GPR of online services.
The initiatives will help in creating digital ecosystem for provisioning of citizen centric services besides continuously working on GPR of online services.
In an order, government said that GPR is aimed at optimizing the government processes and service delivery by emphasizing on citizen experience, minimizing process complexity by doing away with redundant steps leading to reduced cost & service delivery time, increased transparency levels and reduced administrative burden.
GPR requires application of de-novo solutions for the existing systemic bottlenecks, hence it is not limited to making improvements in the existing processes for delivery of services but involves a much more fundamental examination of the existing systems and completely fresh solutions may be proposed which may involve complete overhaul of existing mechanisms if the proposed solutions have the potential of optimizing service delivery to the citizens.
In this connection, sanction is hereby accorded to the formation of District Level Committees GPR Study Groups as per ‘Annexure A’ for furnishing feedback/suggestions/proposal for GPR of online services of Revenue Department, as mentioned against each, within a period of 15 days.
