In a remarkable stride toward making Uttar Pradesh a $1 trillion economy, Chief Minister Mr. Yogi Adityanath’s government has unlocked a powerful growth engine—its youth. The Chief Minister Youth Entrepreneur Development Scheme, designed to foster self-employment and entrepreneurship, has witnessed overwhelming success with over 2.5 lakh applications in just the first six months of financial year 2025–26.

This performance-driven scheme is rapidly transforming from a welfare initiative into a pillar of economic development, empowering thousands of youth to transition from job seekers to job creators.
Massive Response Beats Loan Target by 70% in Half the Time
Originally, the Yogi government had set a target of distributing 1.5 lakh loans across the financial year. However, by September 2025, 2,55,174 applications had been submitted—exceeding the target by 70% within just six months. Of these, 2,08,097 applications have been forwarded to banks, 64,673 have been approved, and 63,009 loans have already been disbursed, showcasing both the demand and the effective implementation of the scheme.
District-Wise Champions of Youth Empowerment
The success of the scheme has also sparked healthy competition among districts, with Jaunpur, Azamgarh, and Kaushambi emerging as top performers.
Jaunpur Leads the Way
With 2,003 youth receiving loans out of 5,999 applications, Jaunpur has topped the state. District Magistrate Mr. Dinesh Chandra Singh attributed this success to special district-level campaigns and direct coordination with banks, fulfilling CM Yogi’s vision of youth-led development.
Azamgarh’s Rise to Second
Once ranked 25th, Azamgarh climbed to second place through continuous block-level workshops and applicant-bank counseling sessions. Of 5,112 applications, 1,859 youth have received loans. District Magistrate Mr. Ravindra Kumar highlighted the scheme’s 82.62% success rate as a sign of growing public trust.
Kaushambi Secures Third Place
Kaushambi’s success came through monthly reviews and proactive problem-solving with banks. The district received 6,984 applications, forwarded 4,988 to banks, and approved 1,299 loans, out of which 1,185 loans have been disbursed.
Other Notable Districts
- Ambedkar Nagar: 4th position
- Jhansi: 5th position
- Siddharthnagar, Hardoi, and Rae Bareli: Also performed commendably
These districts are not just achieving numbers, but creating real opportunities for entrepreneurship in rural and semi-urban areas.
Scheme Catalyzing Entrepreneurial Ecosystem
According to Mr. Yogi Adityanath, “The priority of the government is not just to offer jobs, but to empower the youth to become self-reliant entrepreneurs.” The scheme is also supported by ongoing reviews, capacity-building efforts, and bank coordination, ensuring smooth disbursal and effective monitoring.
This initiative reflects a bureaucratic shift towards developmental accountability, aligning state efforts with measurable impact and citizen empowerment.
Uttar Pradesh is setting an example nationally by not merely focusing on employment, but by building a new generation of entrepreneurs capable of driving long-term socio-economic transformation.
