Dehradun: In a significant move to strengthen disaster preparedness, the Central Government has approved financial assistance of ₹113.90 crore to Uttarakhand under the State Disaster Mitigation Fund (SDMF).
The approval was granted by the Department of Expenditure under the Ministry of Finance for the financial year 2025–26. This marks the second installment of the central share allocated to the state.
Funds to Be Transferred Directly via RBI
The sanctioned amount will be transferred directly to the state government’s account through the Reserve Bank of India.
The allocation is based on the recommendations of the 15th Finance Commission, aimed at improving disaster resilience across vulnerable states.

Aim: Strengthening Disaster Risk Reduction
The primary objective of this fund is to enhance disaster risk reduction and improve response mechanisms at the state level.
Uttarakhand, being a Himalayan state, frequently faces natural disasters such as:
- Landslides
- Floods
- Cloudbursts
These events, especially during the monsoon season, cause significant loss to life and property. The newly approved funds are expected to directly strengthen the state’s disaster management infrastructure.
Additional Aid to Goa; Total ₹115.30 Crore Released
Alongside Uttarakhand, Goa has also been granted ₹1.40 crore under the same initiative.
In total, the Central Government has released ₹115.30 crore as part of its disaster mitigation support to states.
Strict Guidelines on Fund Utilisation
The Centre has issued clear guidelines regarding the use of these funds. As per directions from the Ministry of Home Affairs:
- The funds must be used strictly for disaster mitigation activities.
- Both central and state shares must be deposited under the public account head within 15 days of release.
- Any delay may attract interest penalties as per RBI norms.
Model Code of Conduct to Be Followed
The Election Commission of India has stated that it has no objection to the release of funds. However, it has strictly prohibited any publicity related to this financial assistance.
Authorities must ensure full compliance with the Model Code of Conduct, and no new projects should be initiated during this period.
CM Pushkar Singh Dhami Welcomes Move
Pushkar Singh Dhami expressed gratitude to the Central Government for the financial support. He stated that the assistance will play a crucial role in enhancing Uttarakhand’s disaster management framework and preparedness.
He also highlighted that the state suffers significant losses every year due to natural disasters, making such financial aid critical for both infrastructure and emergency response readiness.
