New Delhi: The Appointments Committee of the Cabinet (ACC) has approved the premature repatriation of IAS officer Govind Jaiswal to his parent AGMUT cadre, where he will return before completing his extended central deputation tenure.
Jaiswal, a 2007-batch Indian Administrative Service officer of the AGMUT cadre, was serving as Joint Secretary in the Department of Higher Education under the Ministry of Education.
According to an order issued by the Department of Personnel and Training (DoPT) on October 9, the approval followed a proposal submitted by the Department of Higher Education on October 1, 2026. His repatriation has been approved with an extended cooling-off period.
Who Is Govind Jaiswal?
Govind Jaiswal born on 8th August, 1983, is a 2007-batch IAS officer belonging to the AGMUT cadre, which covers Arunachal Pradesh, Goa, Mizoram and Union Territories, along with other areas under the cadre’s administrative arrangements.
He has held administrative assignments in Nagaland, Delhi, Goa and Arunachal Pradesh, in addition to positions in the Central Government. His experience spans district administration, taxation, transport, environment, rural development, public health and higher education.

Jaiswal holds a Bachelor of Science degree in Mathematics from Veer Bahadur Singh Purvanchal University, Jaunpur, according to his published professional profile.
The son of a rickshaw puller, Jaiswal grew up in a one-room house. His journey from a financially disadvantaged background to the civil services has been widely cited as an example of determination and perseverance.
He reportedly cleared the UPSC Civil Services Examination in his first attempt in 2006, at the age of 22, securing All India Rank (AIR) 48. His achievement brought attention to his journey of overcoming socioeconomic challenges to enter the Indian Administrative Service.
Career and Key Postings
Jaiswal has served in both field-level and policy-related administrative roles during his career.
Key assignments include:
- Nagaland: He began his administrative career with training and field assignments in the state. His roles included Assistant Commissioner in the Land Administration Department and Sub-Divisional Officer (Civil) in Zunheboto. He subsequently served as Additional Deputy Commissioner and Deputy Commissioner in the district.
- Delhi: He served as Additional Commissioner in the Trade and Taxes Department before taking up a District Magistrate assignment.
- Goa: In 2016, he was appointed Director General and Executive Director in the Sports and Youth Services Department and the Sports Development Authority of Goa. He later held senior responsibilities in the Fisheries, Ports, Environment and Transport departments.
- Arunachal Pradesh: In 2019, he was appointed Secretary in the Department of Rural Development and Panchayati Raj.
- Ministry of Health and Family Welfare: He joined the Central Government on deputation in 2020, serving in the ministry as Deputy Secretary and subsequently as Director.
- Department of Higher Education: In July 2023, he took charge as Joint Secretary in the Department of Higher Education under the Ministry of Education.
Central Deputation and Premature Repatriation
Jaiswal joined the Central Government on deputation in 2020 as Deputy Secretary in the Ministry of Health and Family Welfare. He later moved to the Department of Higher Education as Joint Secretary in July 2023.
His tenure in the Department of Higher Education was initially scheduled to end on October 11, 2025, and was subsequently extended by two years until October 11, 2027.
The latest ACC approval will bring his central deputation to an end before that extended tenure expires, with his return to the AGMUT cadre approved alongside an extended cooling-off period. The order does not specify a reason for the premature repatriation.
