New Delhi: The Council of Scientific & Industrial Research–Central Road Research Institute (CSIR-CRRI) has introduced MSS+ technology for eco-friendly road construction in Uttar Pradesh. The Uttar Pradesh Rural Road Development Authority (UPRRDA) is using this innovation to build 202 kilometres of rural roads under the Pradhan Mantri Gram Sadak Yojana (PMGSY) during 2025.
All-Weather, Low-Carbon Road Building

MSS+ technology eliminates the need to heat aggregate and bitumen, allowing construction in any weather. It also delivers higher quality standards compared to conventional hot mix roads, according to CSIR-CRRI Director and Indian Roads Congress President, Dr. Manoranjan Parida.
On August 11, Dr. N. Kalaiselvi, Secretary, Department of Scientific and Industrial Research, and Director General, CSIR, inspected an MSS+ road on the Mankapur–Nawabganj to Baksra via Ambarpur stretch in Gonda district. She was joined by Dr. Parida, MSS+ inventor Satish Pandey, and senior officials from CSIR institutes, UPRRDA, and technology partner M/s J.M.V.D Industries.
Aligning Infrastructure with SDGs
Following the inspection, Dr. Kalaiselvi praised the quality and durability of the MSS+ road. She noted that the technology reduces carbon emissions and supports India’s commitment to the United Nations Sustainable Development Goals (SDGs). She expressed confidence that Uttar Pradesh’s adoption under PMGSY would inspire similar projects nationwide.
UPRRDA Chief Engineer Brijesh Kumar Dubey stated that 38 PMGSY roads are being constructed using MSS+ with 30 mm surfacing thickness. He added that the state plans to expand its use in upcoming projects.
From Research to Rural Roads

Invented in 2021 after two years of research by CSIR-CRRI and J.M.V.D Industries, MSS+ technology was first applied near Lucknow in 2022. That road has shown exceptional performance for over three years. Presently, rural roads in six districts of Uttar Pradesh are being built using this sustainable method.
