Chandigarh: In a major administrative development, 15 Haryana Civil Services (HCS) officers have been promoted to the Indian Administrative Service (IAS) following the approval of the Union Public Service Commission (UPSC). With this, the total number of IAS officers in Haryana has increased from 169 to 184.
The promotions are part of a proposal sent by the Haryana Government, which had shortlisted 27 HCS officers as eligible for elevation to IAS. While 15 have been promoted now, nine officers received provisional promotion due to pending court cases. The rest may be considered in a separate list, officials indicated.
Notable Promotions: Three from the Same Family Elevated
Among the promoted officers are Varsha Khangwal, her husband Yogesh Kumar, and cousin Samvartak Singh Khangwal—marking a rare instance where three family members were promoted to IAS in the same batch. This has attracted attention across administrative circles in the state.

Promoted by the Central Public Service Commission after Departmental Promotion Committee (DPC) clearance, the 15 officers include:

These promotions cover recommendations from 2021 to 2024. Officers like Vivek Padam Singh and Dr. Munish Nagpal were promoted for 2021, while Mahender Pal, Satpal Sharma, and Sushil Kumar-I were considered for 2022. A larger batch, including Varsha Khangwal and Yogesh Kumar, were elevated for 2023, with Jaideep Kumar and Samvartak Singh Khangwal making the 2024 list.
Provisional Promotions and Legal Challenges
The UPSC also granted provisional promotion to nine HCS officers, pending court judgments. Their promotions may be confirmed depending on legal outcomes. Three other officers, initially approved for provisional promotion, were excluded from the final list and may be notified later.
Despite speculations of a court stay on the promotion list, the Central Government issued official promotion orders, ending widespread discussions and confirming the appointments.
Upcoming Retirements Will Offset Some Gains
While the IAS cadre strength has risen to 184, four senior IAS officers are scheduled to retire by the end of 2025, which will bring the total back down to 180.
Those retiring include:
- R.C. Bidhan (2005 batch) – Divisional Commissioner, Gurugram – Retiring on December 31
- Sujan Singh (2009 batch) – DG, Transport – Retiring on October 31
- Ashok Garg (2009 batch) – Divisional Commissioner, Hisar – Retiring on November 30
- Rajesh Jogpal (2010 batch) – Registrar, Cooperative Societies – Retiring on September 30
A Boost to Haryana’s Administrative Strength
The latest promotions are expected to strengthen governance and administrative capacity in the state, which has faced a personnel crunch at the IAS level in recent years. The move also reflects the Centre’s push for filling IAS vacancies through promotions from state civil services under existing quota provisions.
