Chandigarh: The Special Investigation Team (SIT) of Chandigarh is probing the suicide of senior Haryana IPS officer Y. Puran Kumar (2001 batch), who died on October 7, 2025, at his residence in Sector 11, Chandigarh. The investigation has taken a high-profile turn, involving 14 senior IAS and IPS officers named in Kumar’s final note, including former Haryana DGP Shatrujeet Singh Kapur and Chief Secretary Anurag Rastogi.
Current Investigation Status (January 2026)
SIT Progress: The SIT has completed questioning of all 14 officers mentioned in Kumar’s suicide note, which includes serving and retired IAS and IPS officers of Haryana.
Witness Statements: Statements from over 70 individuals, including family members, senior officials, and acquaintances, have been recorded.

Background: Suicide and Allegations
Y. Puran Kumar died by suicide, leaving behind a 9-page note alleging:
- Caste-based discrimination
- Targeted mental harassment
- Humiliation by 15 senior Haryana officials (12 IPS and 3 IAS)
His death followed the arrest of his personal security officer, Sushil Kumar, on October 6, 2025, in connection with alleged extortion and bribery charges. Kumar’s wife, IAS officer Amneet P. Kumar, alleged that the FIR against the gunman was part of a broader conspiracy to pressure her husband, and initially refused the post-mortem until assurances of a fair investigation. The cremation was conducted on October 15, 2025.

The officers named in the suicide note include:

Following the incident, some of these officers, including Kapur and SP Bijarnia, were reportedly sent on leave or transferred.
Triggering Incident and Alleged Conspiracy
On October 6, 2025, an FIR was filed at the Urban Estate Police Station, Rohtak, against Kumar’s gunman Sushil Kumar, for allegedly demanding a bribe of ₹2.5 lakh for providing security. The gunman was arrested the next day, and Kumar committed suicide the same day at his Chandigarh residence.
Family allegations and witness statements suggest that the FIR may have been part of a planned conspiracy, aimed at pressuring Kumar, according to his wife and other complainants.
Additional Evidence and Complaints
Local resident Praveen Bansal of Sector 2, Rohtak, filed a complaint claiming he received threats in the name of protection from goons. He alleged that a bribe of ₹2.5 lakh was demanded in exchange for security services and provided audio-video recordings and documents to the SIT.

The SIT is examining all aspects of the case to determine the circumstances and reasons that led to Kumar’s suicide.
