Chandigarh: In a significant administrative reshuffle, the Haryana government has transferred two IAS officers and forty-four HCS (Haryana Civil Services) officers, marking a strategic realignment across departments and districts.
The transfer orders, issued recently, impact a range of departments including urban local bodies, zila parishads, transport, and legislative services, as well as special assignments linked to the Chief Minister’s office.
Key IAS Appointments
- IAS Deepak Babulal has been appointed as the Municipal Commissioner of Kaithal.
- IAS Nisha has been appointed as the Chief Executive Officer (CEO) of Panchkula Zila Parishad.
Major HCS Appointments
Sumit Kumar, HCS, has been made CEO of Gurugram Zila Parishad and CEO of Sheetla Mata Mandir Shrine Board, a post of both administrative and cultural importance.
Rajiv Prasad has been appointed as Secretary of the Haryana Legislative Assembly.
Rahul Mittal has been given charge as General Manager, Haryana Roadways Depot, Hisar.
Narendra Pal Malik has been designated as Officer on Special Duty (OSD) for managing announcements made by the Chief Minister of Haryana.
Preetpal Singh has been appointed as Joint Commissioner, Gurugram Municipal Corporation.
Dilbag Singh will now serve as Joint Director, Haryana Transport Department.
Ekta Chopra has been named Additional CEO of the Faridabad Metropolitan Development Authority (FMDA).

Administrative Realignment Across Departments
The reshuffle appears to be aimed at enhancing governance efficiency, strengthening urban administration, and ensuring better implementation of key development projects across the state. With significant appointments in municipal bodies and metropolitan authorities, the government is focusing on infrastructure, urban services, and transport systems.
The move also places experienced officers in critical public-facing roles, especially in high-density urban centers like Gurugram, Faridabad, Hisar, Kaithal, and Panchkula.
