Ranchi: Jharkhand Chief Minister Hemant Soren reviewed the progress of the Digital Jharkhand Vision-2029 during a high-level meeting of the Information Technology and e-Governance Department at Jharkhand Ministry. The meeting focused on expanding digital services, strengthening cybersecurity, improving data management, developing IT infrastructure, and using technology to make government services faster and more transparent.
The Chief Minister emphasised that digital transformation should benefit every citizen, including people living in remote and rural areas, and directed officials to accelerate work towards building a digitally empowered Jharkhand.
Digital Jharkhand Vision-2029 Discussed, Focus on IT Park and Data Platform
During the meeting, officials presented the roadmap for the Digital Jharkhand Vision-2029, including the proposed development of IT parks and future digital infrastructure plans.
The progress of the Chief Minister Data Intelligence Platform was also reviewed. The platform aims to integrate data from different government departments and portals, enabling better analysis, coordination, and faster decision-making.
CM Hemant Soren suggested improvements in the planning process and stressed the importance of technology-driven governance.

IT Officers to Be Appointed in Every Department and District
The Chief Minister directed the state government to ensure the appointment of IT officers in every department and district.
He said that all departmental data should be connected through a centralised system to improve:
- Coordination between departments
- Transparency in governance
- Decision-making efficiency
- Monitoring of government schemes
He also emphasised strengthening the Jharkhand State Data Centre and improving data security, reliability, and protection mechanisms.
Digital Services Must Reach Villages, Says CM Hemant Soren
CM Soren said the vision of a digital Jharkhand can only be achieved when technology reaches every village and remote area.
He directed the Information Technology Department to work towards ensuring that no citizen is deprived of digital services and government facilities.
The Chief Minister said effective use of modern technology will help in:
- Making administration more accountable
- Improving implementation of government schemes
- Speeding up service delivery
- Enhancing transparency
All Panchayats to Get 5G Connectivity Within Three Years
Reviewing the work of Jharkhand Digital Infrastructure Corporation Limited, the Chief Minister directed officials to prepare a complete mapping of the state’s digital infrastructure.
He set a target of connecting all gram panchayats with 5G network connectivity within the next three years.
The meeting also reviewed major digital connectivity projects, including:
- BharatNet Phase-3
- Connecting Jharkhand Project
- Jharnet 2.0
CM Soren said a strong and secure digital network will become the backbone of Jharkhand’s development and improve data, voice, and video communication services.
Stronger Cybersecurity and Centralised Data Management Planned
During the review of JAP-IT (Jharkhand Agency for Promotion of Information Technology), the Chief Minister directed officials to fill vacant positions at the earliest.
He also reviewed the progress of:
- CCTV networks in police stations
- LiDAR-based projects
- Satellite-based initiatives
The Chief Minister instructed departments to gradually shift their services to online platforms so that citizens can access government benefits easily and on time.
He also stressed:
- Standardised data formats across departments
- Centralised data management
- Advanced cybersecurity systems
- Regular security audits
Network Shadow Areas to Be Identified and Connected
CM Hemant Soren directed officials to identify internet shadow areas, where network availability is weak or absent, and prepare a phased plan to provide digital connectivity.
He said no village, town, or city in Jharkhand should remain disconnected from digital infrastructure.
A time-bound roadmap for expanding 5G internet services across the state was also discussed.
Maiya Samman Yojana Progress Reviewed
The meeting also included a review of the Mukhyamantri Maiya Samman Yojana.
Officials presented updates regarding:
- Number of applications received on the portal
- Verification status
- Aadhaar-based payments to eligible beneficiaries
- Steps taken for transparent and timely implementation
The Chief Minister reviewed the progress and emphasised maintaining efficiency and transparency in the scheme.
Focus on IT Ecosystem, Startups and Employment Generation
CM Hemant Soren said Jharkhand’s digital growth should not be limited only to the establishment of IT parks but should focus on creating a complete IT ecosystem.
He highlighted the need to promote:
- IT industries
- Startups
- Innovation
- Research activities
- Skill development programmes
The Chief Minister said a strong technology ecosystem will create new employment and self-employment opportunities for the youth of the state.
Modernisation of Courts and Digital Infrastructure Expansion
The Chief Minister suggested installing improved sound systems in all district courts to enhance efficiency in judicial proceedings.
He also instructed officials to prepare practical plans to attract investment in the IT sector and ensure regular monitoring of all departmental projects.
Projects should be completed within fixed timelines, he said, adding that digital transformation must contribute to better governance and improved quality of life for citizens.

Through the Digital Jharkhand Vision-2029, the state government aims to build a secure, connected, and technology-driven governance system.
With plans for 5G expansion, data integration, cybersecurity strengthening, IT ecosystem development, and wider digital access, Jharkhand is working towards creating a digitally empowered state where technology benefits citizens across urban and rural areas.
