Ranchi: Jharkhand Chief Minister Hemant Soren unveiled the state’s ambitious 25-year development roadmap, “Ulgulan 2050,” aiming to build a prosperous, self-reliant, and equitable Jharkhand rooted in identity, justice, and dignity. The plan comes as the state celebrates 25 years of its formation, marking a defining moment in its journey toward inclusive growth.
Focus on Education and Human Capital
Chief Minister Soren emphasized that Jharkhand’s next phase of growth will be driven by education, skills, and cultural confidence rather than extractive economic models. “Every child will be educated, and every youth will be self-reliant,” he stated.
The plan includes:
- Universal school access for all children
- Mother-tongue-based and modern learning systems
- Enhanced teacher capacity
- Strengthened healthcare delivery, with trained health workers in every village, better primary medical facilities, and wider immunization coverage
Economic Development Rooted in Local Resources
Ulgulan 2050 envisions economic self-reliance through:
- Processing local minerals and natural resources within Jharkhand
- Transparent, community-linked investments
- Dedicated support for tribal youth to build enterprises
- Expansion of employment opportunities in agriculture, tourism, and renewable energy
Soren highlighted that the state’s development path would empower its people instead of relying heavily on external investment.

The roadmap emphasizes sustainable development by safeguarding natural resources. The government is committed to:
- Protecting village lands
- Improving access to water resources
- Strengthening traditional water management systems
Soren said, “Our growth will reflect our identity, our land, and our people. We are not chasing borrowed models.”

Ulgulan 2050 stresses development rooted in cultural values and community aspirations. Soren invoked the struggles led by Birsa Munda and his own father Shibu Soren, asserting that the vision document carries forward their idea of a just and dignified Jharkhand.
