Shimla: In a progressive move towards modernizing governance and enhancing administrative efficiency, the Himachal Pradesh government has made it compulsory for all IAS, IPS, and IFS officers working in the state to complete the annual skill development course on the Central Government’s digital learning platform, ‘Karmayogi’. This new mandate aims to prepare civil servants for future administrative challenges by continuously updating their knowledge and skills.
Annual Learning on ‘Karmayogi’ Becomes Part of Performance Appraisal
The Himachal Personnel Department issued an official order on Wednesday, informing officers that the completion of the Karmayogi course will be linked to their Annual Performance Appraisal Report (APAR). Officers who fail to complete the course risk a negative impact on their appraisal, thus adding a layer of accountability and seriousness to this initiative.
This policy underscores the government’s commitment to developing a workforce that is not only efficient but also adept in using modern governance tools. Officials will now be expected to continually update themselves with the latest administrative, technological, and social developments before implementing governance reforms.
Enhancing Administrative Skills for 21st Century Challenges
‘Karmayogi’ is a flagship digital capacity-building platform launched under the National Civil Services Capacity Building Program by the Central Government. It offers hundreds of modules on diverse subjects such as policy making, data analysis, digital governance, environmental challenges, public service delivery, leadership, ethics, and budget management.
The platform also collaborates with international universities to provide officers with access to a broad spectrum of learning resources, ensuring exposure to global best practices.

A Step Toward Professionalism and Responsive Governance
The Himachal Personnel Department emphasized that this initiative prioritizes continuous skill development in leadership, ethical governance, and the evolving requirements of public administration.
