New Delhi: State-owned Housing and Urban Development Corporation Ltd. (HUDCO) has entered into a non-binding Memorandum of Understanding (MoU) with the IDFC Foundation, New Delhi, to collaborate on wide-ranging capacity development initiatives aimed at strengthening India’s urban sector. The MoU, signed on November 21, 2025, carries an initial validity of three years.
Collaboration to Strengthen Urban Institutions
Under this partnership, HUDCO and IDFC Foundation intend to jointly work on enhancing technical, financial, and leadership capacities across institutions involved in urban development. The collaboration aligns with ongoing national efforts to support and streamline the implementation of key urban programmes and schemes.
The partnership will also contribute to HUDCO’s Urban Invest Window (UiWIN), a platform designed to facilitate investment and support sustainable solutions in the urban sector.

Scope of Activities and Engagement
The MoU lays out a framework through which both organisations will work together on a variety of initiatives, including training programmes, research collaborations, advisory services, and targeted capacity-building efforts.
These activities will engage a broad spectrum of stakeholders such as:
- Central and state government bodies
- Urban local bodies and implementing agencies
- Academic and training institutions
- Private sector partners
- Civil society organisations
By fostering cooperation between these groups, the partnership aims to create more resilient, inclusive, and well-governed urban environments across the country.
Leaders Highlight Significance of the Partnership
The MoU was formally signed by M. Nagaraj, Director (Corporate Planning) at HUDCO, and Mr. Eby Thomas, Managing Director of IDFC Foundation. Both leaders emphasized the transformational potential of this collaboration in strengthening institutional capabilities and guiding India toward a more sustainable urban development trajectory.
