What Is HUDCO’s Urban Invest Window (UiWIN)?
The Urban Invest Window (UiWIN) is an initiative of HUDCO designed to help Urban Local Bodies (ULBs) develop and implement urban infrastructure projects by improving their preparedness for investment and financing.
Launched in November 2025, UiWIN serves as a single-window facilitation mechanism to make urban infrastructure projects more bankable and investment-ready. It focuses on addressing challenges faced by ULBs in preparing projects, building institutional capacity, and accessing suitable sources of finance.
Through this platform, HUDCO aims to facilitate the development of urban projects by supporting local authorities throughout key stages of project preparation and financing.
Key Highlights of the UiWIN Quarterly Digest
The inaugural quarterly digest captures important developments and initiatives undertaken under HUDCO’s Urban Invest Window. It provides an overview of efforts to strengthen the capacity of ULBs and improve the preparation and financing of urban infrastructure projects.
The digest focuses on three key areas:
- Project Preparation: Supporting Urban Local Bodies in developing well-prepared infrastructure projects.
- Capacity Building: Strengthening the institutional capabilities of ULBs to plan and implement urban development initiatives.
- Access to Financing: Improving access to financing opportunities by making urban infrastructure projects more bankable and investment-ready.
The publication is intended to document UiWIN’s progress and highlight initiatives that can help improve urban infrastructure planning and investment.
UiWIN’s Role in Strengthening Urban Infrastructure
Urban Local Bodies play a crucial role in providing essential services and developing urban infrastructure. However, project preparation, technical capacity, and access to finance can pose challenges to the implementation of urban development initiatives.
UiWIN seeks to address these challenges through a single-window facilitation approach. By supporting project preparation, capacity building, and financing access, the platform aims to help ULBs move their infrastructure proposals towards implementation. The release of the inaugural quarterly digest provides a platform to communicate these efforts and share updates on initiatives being undertaken to support urban development.
