The Pushkar Singh Dhami led Uttarakhand government has appointed 1992-batch IAS officer Anand Vardhan as the new Chief Secretary, effective April 1, 2025.
He will take over from 1988 batch IAS officer Radha Raturi, whose extended tenure as Chief Secretary ends on March 31. Ms Raturi has already applied for the position of Chief Information Commissioner. The government is expected to appoint a new Chief Information Commissioner in April, and Raturi is seen as a strong contender for the role.
Mr Vardhan, who is currently serving as Additional Chief Secretary (ACS), is the most senior officer in the state’s IAS cadre after Ms Raturi.

An official order from the Dhami government confirmed Vardhan’s appointment, stating, “In the interest of work, the government has decided to appoint you (Anand Vardhan) as Chief Secretary of Uttarakhand Government from April 1, 2025.”
Vardhan’s elevation to the top administrative position comes at a time when the state is also anticipating a reshuffle in various government departments. With no other officer at the ACS level in Uttarakhand, Vardhan will now oversee critical governance functions.
Two senior IAS officers, RK Sudhanshu and L Fanai, both belong to 1997 batch, remain at the Principal Secretary level but have not yet completed their service period for promotion to ACS.
In addition to the appointment of Vardhan, changes are also expected in secretarial roles and district magistracies in the state. As part of a broader restructuring, officers in key positions are anticipated to be reassigned, with some senior PCS officers likely to take on new district-level responsibilities.
The upcoming changes reflect the government’s ongoing efforts to streamline the administrative machinery and ensure better governance across Uttarakhand.
