New Delhi: Karnataka cadre IAS officer Darpan Jain (IAS:2001:KN) has been tasked with leading India’s negotiations with the United States as the chief negotiator for the ongoing Bilateral Trade Agreement (BTA) discussions. The talks are being held from December 9 to 11, with a high-level delegation led by Deputy US Trade Representative Ambassador Rick Switzer visiting India.
Trade Talks Gain Momentum Amid Strained Relations
The India-US trade discussions come at a crucial time when bilateral relations have been strained over tariffs. The United States had earlier imposed a 50% total tariff on imports from India, with 25% as reciprocal tariffs and another 25% as penalties on India’s oil imports from Russia.
Union Commerce Minister Piyush Goyal recently expressed optimism about the progress of the talks, highlighting the possibility of concluding the first tranche of the BTA, which primarily deals with tariffs.

Darpan Jain’s Role and Expertise
Darpan Jain, currently Joint Secretary in the Ministry of Commerce, will serve as India’s chief negotiator, while former negotiator Rajesh Agrawal (IAS:1994:MN), now Commerce Secretary, will supervise the negotiations.
Jain’s appointment is strategically significant, given his six years of experience in the Ministry of Commerce, during which he played a key role in negotiating bilateral trade agreements with several major countries. His expertise in international trade and policy negotiations is expected to accelerate resolution of complex trade issues, including tariffs, market access, and services sector concerns.
High-Level US Delegation Visit
The US delegation, led by Ambassador Rick Switzer, arrived in India on December 9 and will hold multiple rounds of meetings with Indian officials until December 11. The discussions are expected to focus on resolving pending trade barriers and giving a new direction to bilateral trade relations.
