Vijayawada: As Cyclone Montha wreaks havoc across coastal Andhra Pradesh, two top bureaucrats — IAS officer Muddada Ravichandra and IPS officer Mahesh Chandra Laddha — have emerged as key figures behind Chief Minister N. Chandrababu Naidu’s efficient and swift disaster response.

Muddada Ravichandra, a 1996-batch IAS officer from the Andhra Pradesh cadre, currently serves as the Principal Secretary to the Chief Minister. Known for his integrity, discipline, and operational precision, Ravichandra has been leading the crisis management operations from the forefront.

He has attended every high-level review meeting and remained stationed at the Real-Time Governance System (RTGS) control room, often working until midnight alongside CM Naidu. His continuous oversight has ensured real-time updates from district collectors, police officers, and disaster management teams.

By eliminating communication bottlenecks, Ravichandra has accelerated administrative efficiency — enabling faster evacuations, better coordination, and transparent information flow,” said an official source.

Ravichandra’s strong organizational skills have fortified the CMO as the command hub of Andhra’s cyclone response. His leadership has strengthened public confidence in the state’s ability to handle the disaster with agility and accountability.

IPS Mahesh Chandra Laddha: The Intelligence Mind Behind the Strategy

Complementing Ravichandra’s operational leadership is IPS officer Mahesh Chandra Laddha, the Chief of State Intelligence. A 1998-batch IPS officer, Laddha is known for his strategic insights and nuanced understanding of on-ground realities.

The Additional Director General (ADG)-rank officer, who previously served as Visakhapatnam Police Commissioner and Inspector General (CRPF), has been instrumental in providing real-time intelligence assessments to the Chief Minister.

His inputs have helped anticipate political sensitivities, prevent misinformation, and ensure smooth coordination between civil and police administration. Laddha’s extensive field experience — including his work in countering Left Wing Extremism — has made him one of Andhra’s most trusted officers during crises.

He was awarded the President’s Medal for Distinguished Service in 2024 and repatriated to Andhra from central deputation in mid-2024 to lead the state’s intelligence apparatus.
