New Delhi: In a compelling showcase of citizen-first governance and rapid policy execution, an innovative healthcare proposal by IAS officer Narasimha S has earned national recognition and swift implementation under the directive of the Prime Minister’s Office (PMO).
The idea – focused on the indigenous development of MRI machines – has now materialized into the successful deployment of a Made-in-India MRI unit at AIIMS Delhi, drastically cutting costs and widening access to advanced diagnostic care across India.
What began as a policy recommendation by Narasimha S was transformed into an Executive Order following endorsement by the Hon’ble Prime Minister. At a recent media summit, the Prime Minister acknowledged the initiative, highlighting the government’s ongoing commitment to harnessing local innovation for impactful public service delivery.
Currently serving as Joint Secretary at DPIIT (Digital Commerce), Narasimha joined the civil services through the PMO’s 2018 Lateral Entry program. He expressed deep professional fulfillment in seeing his proposal implemented on such a scale. He also credited his data-driven, detail-oriented policy approach to inspiration from the Prime Minister’s monthly radio address, Mann ki Baat.
Agile Governance and Political Timing
The policy also carried timely political weight. The introduction of cost-effective MRI diagnostics occurred in the run-up to the Delhi Assembly elections, underscoring the PMO’s responsiveness and alignment with public welfare imperatives. Narasimha praised the Prime Minister’s leadership for transforming bold ideas into meaningful actions that resonate with citizens.
Track Record of Policy Innovation
Narasimha S’s contributions to policymaking predate his current role. During his tenure as Advisor (IT & Investments) to the Andhra Pradesh Chief Minister (2017–2019), he helped conceptualize pioneering tech frameworks, including the National Digital Communications Policy, 2017 and the AP IT/Cloud Policy.
Reflecting on Andhra Pradesh’s progress under the combined leadership of the Prime Minister, Chief Minister, Deputy Chief Minister, and IT Minister, he noted that the state is firmly aligned with the Viksit Bharat and Viksit Andhra vision, embracing growth, hope, and technological empowerment.
