New Delhi / Jammu: In a recent set of official appointments and recognitions, the Ministry of Electronics and Information Technology has announced the re-designation of Neeraj Kumar Singh, IAS (2012: MP), while IAS officer Vikas Kundal has been honored with a prestigious COAS Commendation for his exemplary administrative service in Jammu and Kashmir.
Neeraj Kumar Singh Re-designated as Private Secretary at Director Level
Neeraj Kumar Singh, currently serving as the Private Secretary at Deputy Secretary level to the Minister of State for Commerce & Industry and Electronics & Information Technology, Jitin Prasada, has been re-designated as Private Secretary at Director level to the same Minister.
The re-designation reflects Singh’s continued contributions in facilitating ministerial functions and policy implementation in the Ministry of Electronics and Information Technology (MeitY). His tenure in this new position is valid up to September 29, 2030, with his central deputation effective from September 30, 2025.
Officials noted that this elevation in rank is a recognition of Singh’s administrative acumen, coordination skills, and commitment to government service, as he continues to assist the Minister in overseeing key portfolios related to commerce, industry, and information technology.

Vikas Kundal, IAS, Honored by Army Chief for Exceptional Service
In a separate development, Vikas Kundal, IAS, has been awarded the Chief of Army Staff (COAS) Commendation by Army Chief General Upendra Dwivedi.
The award recognizes Kundal’s outstanding performance during his tenure as Deputy Commissioner of Poonch district in Jammu and Kashmir. His tenure in the district was marked by effective governance, administrative efficiency, and proactive engagement with both civil and security agencies, which contributed significantly to maintaining law, order, and development in the region.
The COAS Commendation is one of the highest honors for civilians working in tandem with the armed forces and acknowledges exceptional dedication to public service under challenging circumstances.
Officials Laud Contributions of Both IAS Officers
Government sources highlighted that both Neeraj Kumar Singh and Vikas Kundal have set examples of professional excellence and commitment to service, albeit in different domains—policy administration and district governance.
While Singh’s role is now elevated within the central ministry structure, enabling him to handle higher-level coordination and strategic decision-making, Kundal’s recognition by the Army underscores the synergy between civil administration and defense forces, particularly in sensitive border regions like Poonch.
