New Delhi: In a significant bureaucratic reshuffle approved by the Appointments Committee of the Cabinet (ACC) on Monday (August 25, 2025), Kishore Kshirsagar Lakshman, a 2016-batch Indian Administrative Service (IAS) officer of the AGMUT cadre, has been appointed as Special Secretary to the Lieutenant Governor of Delhi, Vinai Kumar Saxena.
Lakshman is presently serving as Commissioner in the Delhi Development Authority (DDA). His new assignment marks a key administrative posting in the capital’s governance architecture.
Part of a Wider Reshuffle Across Ministries
Lakshman’s appointment comes as part of a larger reshuffle involving more than a dozen officers at the Additional Secretary level across various ministries and departments.
The ACC has also elevated 15 senior officers to the rank of Additional Secretary, including 12 IAS officers. Key highlights of the reshuffle include:
- Sudeep Jain (IAS, TN:94) appointed Member Secretary, National Commission for Women
- Akhil Kumar (IPS, UP:94) appointed CEO, Digital India Corporation
- Akash Tripathi (IAS, MP:98) appointed MD, Solar Energy Corporation of India (SECI)
In addition, two officers received in-situ upgradation to Additional Secretary rank, underlining a continued thrust towards rewarding senior administrative experience within ministries.
Lakshman’s Administrative Profile
KK Lakshman has served in several critical roles across the Arunachal Pradesh–Goa–Mizoram–Union Territories (AGMUT) cadre, known for its wide jurisdiction and complex administrative challenges. His current role as Commissioner at DDA has involved overseeing infrastructure, planning, and urban development in Delhi.
With his new role in Raj Niwas, Lakshman is expected to support the Lieutenant Governor in coordinating with the Central Government, overseeing key administrative functions, and facilitating inter-departmental governance matters in Delhi — a city often at the centre of governance overlap between Centre and State.
