Jammu: Lieutenant Governor of Jammu and Kashmir, Manoj Sinha, on Monday interacted with IAS Officer Trainees of the 2025 batch, who are on a five-day visit to Jammu as part of their Winter Study Tour under the Bharat Darshan Programme.
The officer trainees are currently undergoing Phase-1 training at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, and the visit is aimed at providing them first-hand exposure to governance and administration in diverse regions of the country.
LG Shares Insights on Governance and Public Service
During the interaction, Lieutenant Governor Manoj Sinha shared his insights on governance, leadership, and the role of civil servants in nation-building. He emphasized the importance of integrity, sensitivity, and people-centric administration in public service.
The Lieutenant Governor also highlighted the transformational journey of Jammu and Kashmir across various sectors, including infrastructure, development, governance reforms, and social progress, underscoring the region’s evolving administrative landscape.

Composition of the IAS Trainees Group
The group of IAS Officer Trainees comprises officers from various cadres across the country, reflecting the diversity of the Indian Administrative Service. The trainees include:
- Muskan Srivastava – Haryana Cadre
- Meghna Chakravorty – West Bengal Cadre
- Mudita Bansal – West Bengal Cadre
- Deepak Godara – AGMUT Cadre
- Saichaitanya Jadhav – Tamil Nadu Cadre
- Rahul Raghavan – Tamil Nadu Cadre
- Aman Tiwari – Tamil Nadu Cadre
- Venkatesh Banna – Andhra Pradesh Cadre
The group is led by Umesh Kumar Meena (Rajasthan Cadre) as the Group Leader, with Vidhi (AGMUT Cadre) serving as the Associate Group Leader.
Senior Officials Present During Interaction
Dr. Rakesh Minhas, Deputy Commissioner, Jammu, was also present during the interaction, along with other officials, contributing to discussions on administrative functioning and development initiatives in the region.
Study Tour Covers Key Developmental and Strategic Sites
As part of the Winter Study Tour, the IAS Officer Trainees will visit several important locations, including:
- Shri Mata Vaishno Devi Shrine
- Salal Hydroelectric Power Project
- Bari Brahmana SIDCO Industrial Area
- India–Pakistan Border
- City tour of Jammu
These visits are designed to give the trainees practical exposure to religious tourism management, infrastructure projects, industrial development, border management, and urban administration.
Objective of the Visit
The study tour is intended to sensitize the officer trainees to governance challenges and opportunities in different administrative environments. By interacting with senior leadership and observing ground-level administration, the trainees gain valuable insights into policy implementation, regional development, and public service delivery.
Officials said such visits play a crucial role in shaping the professional outlook of future administrators by exposing them to the administrative, developmental, and cultural fabric of regions like Jammu and Kashmir.
