Chennai: The race for the next Chief Secretary of Tamil Nadu is beginning to take shape, with three senior 1993-batch IAS officers – S Vijayakumar, Gagandeep Singh Bedi and K Manivasan – emerging as possible contenders for the state’s top bureaucratic post, according to a report by The South First.
The development comes months after M Sai Kumar, a 1990-batch IAS officer, was appointed Chief Secretary ahead of the 2026 Assembly elections. His original tenure was scheduled to end with his superannuation on August 31, 2026, but the Centre approved a six-month extension from September 1, 2026, to February 28, 2027.
With Sai Kumar now scheduled to continue as Chief Secretary until February 2027, the state administration has time to consider the succession. According to sources cited by The South First, the names of the three 1993-batch officers have begun circulating in administrative circles.
The three officers already hold senior positions in the Tamil Nadu government and were among the 1993-batch IAS officers promoted to the Chief Secretary grade in December 2023.
M Sai Kumar to Continue as Chief Secretary Till February 2027
M Sai Kumar, a 1990-batch Tamil Nadu cadre IAS officer, took over as Chief Secretary in April 2026, replacing N Muruganandam during the Assembly election period. The Tamil Nadu government’s request for an extension was subsequently approved by the Union government.
The six-month extension means Sai Kumar will remain at the helm of the state bureaucracy until February 28, 2027. The extension was sought by the state government in June, with administrative requirements cited in support of the request.
The extension also gives the newly formed Tamilaga Vettri Kazhagam (TVK)-led government additional time before a permanent successor has to be chosen. C. Joseph Vijay was sworn in as Chief Minister in May 2026 after the Assembly elections.
While there is no official announcement yet regarding the next Chief Secretary, the reported emergence of three 1993-batch officers has brought the succession question into focus.
S Vijayakumar: Senior Administrator With Long CMO Experience
Dr S Vijayakumar, a 1993-batch IAS officer of the Tamil Nadu cadre, is among the names being discussed for the post.
The Tamil Nadu government’s current IAS directory lists Vijayakumar as Additional Chief Secretary/Commissioner, Industries, Investment Promotion and Commerce Department, with his present posting beginning on May 14, 2026.
Vijayakumar was born on June 7, 1967, and was recruited to the IAS through direct recruitment. He holds an M.Sc. in Biotechnology and a Ph.D. in Watershed Development. His career spans more than three decades and includes a wide range of administrative assignments across Tamil Nadu.
One of the most significant phases of his career was his long tenure in the Chief Minister’s Office, where he served as Principal Secretary-II to the Chief Minister for more than six years. That experience is particularly relevant to the Chief Secretary’s role, which involves close coordination with the Chief Minister, the Council of Ministers and various departments of the state government.
Vijayakumar was also promoted to the Chief Secretary grade in December 2023. At that time, he was serving as Additional Chief Secretary and Chairman & Managing Director of the Tamil Nadu Urban Infrastructure Financial Services Limited (TNUIFSL).
His subsequent senior assignments have included the Land Reforms portfolio and leadership responsibilities connected with industrial and investment promotion.
His administrative experience therefore cuts across the Chief Minister’s Office, infrastructure, land administration and industrial development – areas that have placed him at the centre of several important aspects of state governance.
Gagandeep Singh Bedi: Extensive Experience Across Health, Rural Development and Urban Administration
Another prominent name in the reported succession discussions is Gagandeep Singh Bedi, also a 1993-batch IAS officer of the Tamil Nadu cadre.
Bedi is currently serving as Additional Chief Secretary, Municipal Administration and Water Supply Department. The Tamil Nadu government transferred him to the department in May 2026 from Rural Development and Panchayat Raj.
He was born on September 9, 1968, in Hoshiarpur, Punjab, and joined the IAS through direct recruitment. He holds a Bachelor of Engineering in Electronics and Electrical Communication from Thapar Institute of Engineering and Technology.
Before joining the civil services, Bedi worked as a university lecturer and subsequently served briefly in the Indian Engineering Service with the Indian Railways.
His administrative career has covered several important departments. He has served as Additional Chief Secretary in Health and Family Welfare, Additional Chief Secretary in Rural Development and Panchayat Raj, and in senior roles involving agriculture, cooperation, urban development and local administration.
Bedi’s career has also included some high-profile crisis-management assignments. He was associated with the administration’s response to the 2004 Indian Ocean tsunami in Cuddalore, the 2018 Thoothukudi violence, and the COVID-19 pandemic period while serving as Commissioner of the Greater Chennai Corporation.
His experience in both state-level departments and city administration has made him one of the prominent senior officers of the 1993 cohort.
Bedi was among five 1993-batch Tamil Nadu cadre officers who were promoted to the Chief Secretary grade in December 2023.
K Manivasan: Home Secretary With a Medical Background
The third name in the reported race is Dr K Manivasan, another 1993-batch IAS officer.
Manivasan is currently serving as Additional Chief Secretary, Home, Prohibition and Excise Department. The official Tamil Nadu government directory lists him in the position from April 11, 2026.
The Home Department is among the most sensitive portfolios in the state administration, covering areas such as policing, law and order, prisons and prohibition and excise-related matters.
Manivasan was born on July 2, 1967, and entered the IAS through direct recruitment after qualifying through the UPSC Civil Services Examination. Unlike many senior bureaucrats, he has a professional medical background, holding an MBBS degree.
His career spans more than three decades and includes assignments in welfare, infrastructure, tourism, religious endowments and public administration.
Among his notable earlier responsibilities was a long tenure as Principal Secretary, Social Welfare and Nutritious Meal Programme Department. He has also served as District Collector of Tiruchirappalli and held senior positions in the Public Works Department, Tourism and HR&CE Department.
His promotion to the Chief Secretary grade came along with other senior 1993-batch officers in December 2023. At the time, he was serving as Additional Chief Secretary in the Tourism, Culture and Religious Endowments Department.
His present responsibility as Home Secretary places him in one of the most critical administrative positions in the state.
Three Officers, Three Different Administrative Profiles
The three officers under discussion have broadly similar seniority but different areas of administrative experience.
Vijayakumar has significant experience in the Chief Minister’s Office, industrial development, infrastructure and land administration. Bedi has a broad portfolio covering health, rural development, agriculture, urban administration and municipal governance, besides experience in crisis management and the Greater Chennai Corporation.
Manivasan, meanwhile, has considerable experience in home administration, welfare, tourism, public works and religious endowments, and currently occupies the key Home Secretary position.
All three have reached the Chief Secretary grade, making the question of seniority and suitability for the state’s top bureaucratic position particularly relevant when the eventual appointment is considered.
Why the 1993 Batch Is Prominent
The possible succession also highlights the rise of the 1993-batch Tamil Nadu cadre at the top of the state’s administrative hierarchy.
The batch includes several senior officers who were promoted to Chief Secretary grade in 2023. Besides Vijayakumar, Bedi and Manivasan, the group included officers such as Sunil Paliwal and Dheeraj Kumar.
The three officers now being discussed for the Chief Secretary position have subsequently occupied several of the state’s most important departments.
Their seniority, combined with their long administrative careers, places them in the pool from which the government could consider its next Chief Secretary.
However, no final decision has been announced, and the reported names should therefore be treated as possible contenders rather than confirmed choices.
What Could Determine the Final Choice?
The Chief Secretary is the highest-ranking civil servant in the state administration and plays a central role in coordinating government departments, supporting the Chief Minister and Council of Ministers, and overseeing implementation of major administrative decisions.
In the case of Tamil Nadu, the eventual appointment is likely to involve considerations including seniority, experience in key departments, familiarity with the Chief Minister’s Office, administrative requirements and the government’s priorities.
The Chief Secretary also has to coordinate across a wide range of portfolios, making the breadth of an officer’s administrative experience an important consideration.
The reported succession process is therefore still at an early stage. The Tamil Nadu government has not officially confirmed that any of the three officers has been shortlisted.
Sai Kumar’s Extension Gives Government More Time
For now, M Sai Kumar remains Chief Secretary and is scheduled to continue in the position until February 28, 2027.
His extension was approved by the Union government after the Tamil Nadu government sought an additional six months beyond his scheduled retirement.
The extension means the TVK government does not immediately have to make a change at the top of the bureaucracy. It also provides time for the administration to assess the senior officers who could eventually take charge of the state Secretariat.
As of now, S Vijayakumar, Gagandeep Singh Bedi and K Manivasan are the three 1993-batch officers whose names are reportedly being discussed, but the final appointment will depend on the government’s decision and any administrative changes that may take place before February 2027.
