Hisar: The National Human Rights Commission (NHRC) has sought an action-taken report from the Haryana Director General of Police, Ajay Singhal (IPS: 1992: HY), after a complaint alleged that a man was denied a meeting with the then Hansi Superintendent of Police for refusing to surrender his personal mobile phone.
The incident relates to December 29, 2025, when advocate Naveen Bamel visited the Hansi SP’s office to raise concerns about the drug problem in the city. According to his complaint, office staff told him that he could meet then SP Amit Yashvardhan (IPS: 2018: HY) only after handing over his mobile phone.
Bamel said he sought the legal, administrative or security basis for the requirement but was not shown any statutory provision, written order or security protocol. After he declined to surrender the phone, he was allegedly denied the meeting and his visiting card was returned.
Complaint Filed After Alleged Denial
Bamel submitted a written complaint on December 30, 2025. He later approached the NHRC, alleging that the denial of access to a public officer amounted to an arbitrary exercise of official authority.

He invoked Articles 14, 19 and 21 of the Constitution and sought an independent inquiry and appropriate action. The complaint also stated that the State Police Complaints Authority, Haryana, subsequently rejected his plea.
NHRC Seeks Action-Taken Report
After examining the complaint, the NHRC directed that the matter be sent to the Haryana DGP for necessary action. The police authorities have been asked to submit a duly translated action-taken report within four weeks of receiving the communication.
The notice, issued by NHRC Assistant Registrar (Law) Atul Kumar, also directed authorities to submit communications through the HRCNet portal.
Yashvardhan has since been transferred out of Hansi.
