Haryana DGP Sets Accountability for Crime Control, Orders Action Against Non-Performing SHOs

Haryana DGP Ajay Singhal has ordered strict action against non-performing SHOs, including suspension, while directing police to adopt data-driven and preventive crime control.

Chandigarh: Haryana Director General of Police (DGP) Ajay Singhal, a 1992-batch IPS officer of the Haryana cadre, has ordered strict departmental action against police officers who fail to effectively control crime, directing that non-performing Station House Officers (SHOs) may face suspension.

The directions came during a nearly three-hour video conference with senior police officers from across the state, where Singhal reviewed the crime situation at the police-station level and called for greater use of data-driven and preventive policing.

Police Stations to Face Micro-Level Crime Analysis

Singhal directed Commissioners of Police, Superintendents of Police and other supervisory officers to examine crime patterns in every police station under their jurisdiction rather than relying only on overall crime figures.

Officers have been asked to:

  • Identify which categories of crime are increasing in individual police station areas.
  • Analyse the reasons behind the rise.
  • Assess the preventive measures already taken.
  • Prepare station-specific strategies based on local crime patterns.
  • Use Crime and Criminal Tracking Network and Systems (CCTNS) data for scientific analysis.
  • Monitor even relatively minor offences to prevent them from developing into serious or organised crimes.

The DGP also made it clear that accountability would not be limited to the SHO. Supervisory officers would also be held responsible where crime continues to rise in a police station’s jurisdiction.

‘Laxity’ in Crime Control Will Not Be Tolerated

Singhal warned officers against negligence, evasion of responsibility and poor performance.

Laxity, evasion of responsibility or poor performance in crime control will not be tolerated.”

He directed senior officers to hold regular reviews with SHOs and develop preventive policing strategies suited to the crime patterns of individual police station areas.

The DGP said officers who fail to discharge their responsibilities effectively would face departmental action, while SHOs unable to control crime in their jurisdictions could be suspended.

BNS-Registered Crime Down 9.11%

During the review, Singhal noted that total crime registered under the Bharatiya Nyaya Sanhita (BNS) had declined by 9.11% compared with the previous year.

However, he cautioned officers against relying solely on aggregate figures, directing them to examine increases in individual categories of crime and identify their underlying causes.

A detailed police-station-wise report covering crime trends, reasons for increases and action taken will be reviewed at the next meeting.

Cybercrime Cases and Fund Recovery Under Focus

Cybercrime was also reviewed during the meeting, with instructions to accelerate the disposal of pending complaints and investigations.

Officers were directed to focus on:

  • Converting eligible cybercrime complaints into FIRs.
  • Speeding up investigations.
  • Arresting cyber offenders.
  • Freezing funds lost through cyber fraud.
  • Recovering defrauded money.
  • Ensuring recovered funds are returned to victims promptly.

Senior officers were also asked to strengthen coordination in dealing with threatening calls, firing incidents and other serious offences.

The latest directions signal a shift towards station-level accountability, data-backed crime analysis and preventive policing across Haryana.
