The 1990 batch senior IAS officer of Uttarakhand cadre, Ms Manisha Panwar has been applied for VRS.
She is learnt to have sent her VRS appeal to the government and it is now under its consideration. Secretary Personnel Shailesh Bagoli has confirmed this.
Ms Panwar is currently serving as ACS in Uttarakhand government. She comes third in terms of seniority in the bureaucracy of the state.
She has held many important posts in the Uttarakhand cadre. She has played an important role in the Watershed Management Project, also known as ‘Gramya’, supported by the World Bank along with Industry Department, Labor Department, Rural Development Department, Panchayati Raj Department.
As Secretary, she has also served in School Education, Medical Department, Medical Education, Higher Education, Women Empowerment, Social Justice and Empowerment Department.
It is being said that Ms Panwar has been ill for quite a long time. Perhaps, that is why she applied for VRS. Ms Manisha has been honored by the Chief Minister in 2019 for her good governance.
Interestingly, her husband Umakant Panwar who was also a senior IAS officer of 1991 batch and holding the post of principal secretary Home, had applied VRS, and secured it. At that time, there were still nine years left before his retirement.
In September this year, her name was surfaced in news, when Ms Panwar became a victim of courier fraud. In this case, a parcel was booked from Mumbai to Malaysia using the Aadhar card and mobile number of Ms Manisha. But, with her gritty wisdom, IAS Manisha escaped becoming a victim of cyber thugs.
She got a call from the courier company. The caller told that your parcel has been stopped by customs. Bandra Police has also registered a case due to illegal items being found in the parcel. After that, she immediately complained to Basant Vihar police station. Police registered the case and started investigation. After initial investigation, police has revealed that the calls made to the IAS may have been made by cyber thugs.
As soon as this matter came to his notice, he also lodged an FIR (number – 1045/0923).
