Dr. Heera Lal Patel (Uttar Pradesh cadre IAS officer) has been conferred with the prestigious ‘Impact Beyond Measure CSR Award’ at a distinguished ceremony held at Raj Bhavan, Goa. The event was organized by the Directorate of Social Welfare, Government of Goa, in collaboration with Mindcube Services Limited.

The award was presented by Goa Governor P. S. Sreedharan Pillai in the presence of Social Welfare Minister Subhash Phal Dessai, recognizing Dr. Lal’s exceptional contributions to sustainable governance and inclusive development aligned with the Viksit Bharat 2047 vision.
Currently serving as the Chief Executive Officer of WDC-PMKSY 2.0, Dr. Heera Lal has played a pivotal role in land development, water conservation, and sustainable agriculture. Under his leadership, PMKSY projects have empowered thousands of farmers, improved rural livelihoods, and created long-term environmental and economic impact.
As District Magistrate of Banda, Dr. Lal pioneered water conservation programs, leading to significant improvements in groundwater levels and revival of traditional water bodies.
