Mumbai: In a significant administrative decision, the Maharashtra government has appointed two senior IAS officers—Asheesh Sharma (IAS:1991) and Ashwini Joshi (IAS:1999)—to helm BEST (Brihanmumbai Electric Supply and Transport), Mumbai’s lifeline for public transport and electricity distribution.
Asheesh Sharma to Take Full-Time Charge
Mr Sharma, a 1991-batch IAS officer, has been appointed as General Manager of BEST, bringing with him a wealth of administrative experience across state and central governments. Currently serving as GST Commissioner, Maharashtra, Sharma previously held key urban and infrastructure-related roles, including:
- Additional Metropolitan Commissioner-1 at MMRDA
- Additional Municipal Commissioner, BMC (2022–2023)
- Joint Secretary, DoPT and Ministry of Skill Development & Entrepreneurship
- Member (Finance), NHAI
- CEO of a government-backed agency in earlier stints
His appointment marks a strategic move aimed at leveraging his expertise to steer BEST through its ongoing transformation, particularly in electrification, service expansion, and financial reform.

Ashwini Joshi Assigned Addl Charge
Joining him in leadership, Mr Joshi, a 1999-batch IAS officer currently posted in the Urban Development Department, has been given additional charge of the BEST GM post. As per the government order, she will function under the Governor’s direction until further notice or until a permanent appointment is made.
IAS Joshi, known for her work in urban governance and administration, is expected to contribute towards continuity and policy coherence during this interim phase.
Leadership Change Follows Completion of Srinivas’ Tenure
The post fell vacant after the tenure of Mr Lokesh Chandra Srinivas, who was credited with introducing key reforms in digital ticketing, bus electrification, and commuter convenience measures. Under his leadership, BEST saw financial streamlining and improved fleet modernization.
The dual appointment of IAS Sharma and Joshi reflects the state’s commitment to ensuring capable leadership for BEST at a critical juncture. The utility is currently focused on expanding electric bus fleets, improving service reliability, and addressing financial challenges.
