Mandatory Phase-3 MCTP 2026: Centre Sets Training Dates for IAS Officers’ Leadership and Promotions

The central government has officially announced the Phase-3 Mid-Career Training Programme (MCTP) for IAS officers, making it clear that completing this training is mandatory for career progression. Ms. Chhavi Bhardwaj, Joint Secretary (Training), Department of Personnel and Training, stated in an official letter that officers who do not complete Phase-3 will not be eligible for promotion to the Junior Administrative Grade (JAG). This training is a crucial milestone in the IAS career path, designed to prepare officers for higher administrative and leadership responsibilities.

Training Schedule and Modules at LBSNAA, Mussoorie

The Phase-3 MCTP will take place at the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie from January 5 to January 30, 2026. Officers are required to report by January 4 to ensure smooth commencement of the training modules, which include policy-making, leadership development, and administrative strategy. The program involves national and international experts, institutions, and partner organizations to ensure comprehensive learning and exposure.

Focus on 2016-2018 Batches and Eligibility Rules

The government has emphasized that the 2016 batch IAS officers are being given their final opportunity to complete Phase-3 MCTP. The 2017 batch will have their second chance, and the 2018 batch will participate for the first time. Officers from 2010 to 2015 batches may be considered on a case-by-case basis. Additionally, officers whose service will end before December 31, 2029, are not eligible, ensuring that participants have at least three years of remaining service to apply their training in higher administrative roles.

Registration Process and Deadlines

All officers must complete online registration by December 12, 2025, on the Personnel Ministry’s website. State governments are required to submit their officers’ consent and nominations by December 19, 2025. Any delay or absence will be taken seriously, as the Centre aims to ensure maximum participation in this mandatory programme.

List of Eligible IAS Officers from Haryana

The Haryana government has released the names of 26 IAS officers eligible for Phase-3 MCTP, including Ms. Amma Tasneem (2012), Mr. Nishant Kumar Yadav (2013), Mr. Abhishek Meena (2016), Mr. Vivek Bharti (2016), Mr. Vishram Kumar Meena (2017), Ms. Aparajita (2018), among others. These officers are expected to gain advanced leadership skills and strategic insights to strengthen governance, policy implementation, and development initiatives at the district and state levels.
