Shimla/Dharamshala: A fresh notification from the Himachal Pradesh government has stirred considerable discussion in the state’s bureaucratic and political corridors. Two high-profile IAS officers — Sandeep Kumar and Aditya Negi — have exchanged prominent positions in what appears on paper to be a routine transfer, but sources say the move may have deeper political and administrative undercurrents.
The Department of Personnel, on the recommendation of the Civil Services Board, issued the order dated August 25, formalizing the reshuffle between two of the state’s most visible departments — the Himachal Pradesh State Electricity Board Ltd. (HPSEBL) and the revenue and cooperative institutions of Kangra district.
Who Goes Where
Sandeep Kumar, a 2010-batch IAS officer, has been relieved as Managing Director, HPSEBL in Shimla. He has been posted as Settlement Officer, Kangra Division at Dharamshala, and given additional charge as MD of Kangra Central Cooperative Bank Ltd.
Aditya Negi, a 2013-batch IAS officer, who was previously holding both the posts Kumar is taking over, has been appointed the new MD of HPSEBL, Shimla.
The transfer notification, signed by Chief Secretary Prabodh Saxena and countersigned by the Special Secretary (Personnel), was circulated to relevant authorities on Monday.
Routine Transfer or Political Signal?
While bureaucratic reshuffles are not uncommon in Himachal Pradesh, the portfolio swap has raised eyebrows, particularly because it involves HPSEBL, a department that has been in the limelight due to recent media scrutiny and internal tensions.
Sources within the government say that recent unrest within HPSEBL, including a publicized report suggesting a lack of project oversight and absenteeism at the top level, may have contributed to the timing of the transfer. The report in question allegedly featured concerns raised by the Board’s chairman regarding the MD’s engagement in board operations.
Political Undertones in a Sensitive Timing
Other sources indicate that the move could also be politically motivated, with one of the officers reportedly perceived as being close to a political leader not aligned with the current ruling dispensation. While no official statement has been made, the whispers in administrative circles suggest the possibility of alignments influencing assignments.
A senior officer, speaking on condition of anonymity, downplayed the speculation: “This is an internal administrative matter. Transfers are recommended by the board and finalized by the cabinet. Reading too much into routine changes may be unwarranted.”
Backdrop: Power Sector Under Watch
The HPSEBL is a critical player in Himachal Pradesh’s energy landscape and has faced significant pressure over project delays, rural electrification targets, and revenue recovery. With growing public and media focus, the top post is viewed as a challenging but high-visibility position, often scrutinized both administratively and politically.
In contrast, the Settlement Officer role in Kangra, along with the leadership of the Kangra Central Cooperative Bank, is seen as an important local administrative and financial post, especially in light of ongoing settlement issues and the bank’s rural lending operations.
