Bhind/Bhopal: IAS officer Sanjeev Kumar Srivastava, the District Collector of Bhind, has come into national spotlight following a high-voltage face-off with BJP MLA Narendra Singh Kushwaha over fertilizer distribution and alleged illegal sand transport in Madhya Pradesh.
The confrontation, which escalated into verbal abuse, threats, and alleged assault, has triggered widespread reactions from the IAS Association, political leadership, and civil society. But this isn’t the first time Srivastava has found himself at the center of controversy.
An IAS Without UPSC: Srivastava’s Rise Through State Services
Mr Srivastava is a 2011-batch IAS officer from the Madhya Pradesh cadre, having been promoted from the State Civil Services through the MP Public Service Commission. He did not take the UPSC Civil Services Exam but earned his IAS designation through internal promotion.
A native of Raisen district, Srivastava holds a B.Tech, MBA, and PGDCA, and began his administrative journey as an SDM. He has served in several key districts, including Umaria, Betul, Chhatarpur, Raisen, and Bhopal, before being posted to Bhind.
History of Controversies and Court Rebukes
While known for administrative decisiveness, Mr Srivastava’s career has not been free of controversy:
In February 2025, the Gwalior Bench of the Madhya Pradesh High Court reprimanded him over procedural lapses in a Public Works Department case and questioned whether he should remain on field duty.
In July 2025, he was widely criticized after allegedly slapping a student during an exam.
Tehsildar Mala Sharma accused him of mental harassment and escalated the issue to Chief Minister Mohan Yadav, further damaging his public image.
Flashpoint in Bhind: The Fertilizer and Sand Smuggling Face-Off
The latest controversy erupted when MLA Kushwaha arrived at Collector Srivastava’s bungalow with angry farmers protesting against the limit of two fertilizer bags per farmer. Denied an immediate meeting, Kushwaha forcibly entered the premises, shouting, “Aaj public ko ghar mein ghusaunga (Today I will make the public enter your house).”
Witnesses reported that Srivastava told the MLA to “stay within his limits” and warned against sand smuggling, prompting Kushwaha to allegedly attempt a physical assault, which was stopped by the Collector’s gunner. Outside, supporters chanted slogans, calling Srivastava a “thief.”
IAS Association and Bureaucracy Rally Behind Srivastava
The incident drew sharp condemnation from the IAS Association, which wrote to Chief Secretary Anurag Jain, calling for action to ensure the dignity and security of officers. Association President Manu Srivastava described the MLA’s conduct as “deeply worrying.”
Even the MP Third Class Employees Union backed the Collector. General Secretary Umashankar Tiwari stated, “If public representatives take the law into their own hands, it will paralyse the administration.”
