In a significant development aimed at strengthening the Chief Minister’s Office (CMO), senior IAS officer Vikas Anand (2002: AGMUT) was appointed as Secretary to Delhi Chief Minister Rekha Gupta on Monday, April 7, 2025. Prior to this appointment, Anand was serving on central deputation as the CEO of the National Land Monetisation Corporation (NLMC) under the Department of Public Enterprises (DPE).
This move marks the second key appointment to the CMO in recent weeks. On February 27, 2025, Madhu Rani Teotia (IAS:2008:AGMUT) was appointed Secretary to the Chief Minister, while Sandeep Kumar Singh (IAS:2011:AGMUT) and Ravi Jha (IAS:2011:AGMUT) were appointed as Special Secretaries.
Anand brings a wealth of experience in Delhi governance, having served as Special Secretary (Education) during the Aam Aadmi Party (AAP) government’s tenure. His contributions to reforms in government schools and the successful implementation of the state’s education policy were integral to the party’s flagship initiatives.
Between 2020 and 2023, Anand also served as Additional CEO of the Delhi Jal Board (DJB), where he managed key projects related to water supply and sewage management. His tenure was marked by significant progress but also by challenges during periods of water scarcity and rising pollution levels. Additionally, Anand has held the position of Special Secretary in the Home Department, working closely with the Delhi Police.
With his vast administrative experience and in-depth knowledge of Delhi’s governance issues, Vikas Anand is expected to play a crucial role in supporting Chief Minister Rekha Gupta’s directives and enhancing the functioning of the CMO.
