Srinagar: In a major boost for the Jammu & Kashmir Forest Department, the Ministry of Environment, Forest and Climate Change (MoEF&CC) has revived the long-pending process of inducting officers into the Indian Forest Service (IFS) through the promotion quota after a gap of 13 years. The Ministry has identified 28 vacancies in the promotion quota for the Jammu & Kashmir segment of the AGMUT cadre and has directed the Union Territory administration to initiate the selection process through the Union Public Service Commission (UPSC).
The move is expected to end a prolonged stalemate that had deprived eligible officers of promotion to the prestigious All India Service since 2013.
MoEF&CC Identifies 28 Promotion Quota Vacancies
In a communication addressed to the Chief Secretary of Jammu & Kashmir, the Ministry has formally determined 28 vacancies under the promotion quota of the AGMUT cadre’s J&K segment.
The vacancies have been distributed across different Select Lists as follows:
- 2013: 14 vacancies
- 2017: 2 vacancies
- 2018: 6 vacancies
- 2019: 3 vacancies
- 2020: 1 vacancy
- 2021: 1 vacancy
- 2023: 1 vacancy
The Ministry has asked the UT administration to submit the necessary proposal to the UPSC for convening Selection Committee Meetings (SCMs) to prepare the Select Lists for these years.
UPSC Selection Process to Begin
The MoEF&CC has instructed the Jammu & Kashmir Government to complete all procedural formalities under the Indian Forest Service (Appointment by Promotion) Regulations, 1966.
According to the Ministry’s communication, the UT administration has been requested to furnish proposals to the UPSC so that Selection Committee Meetings can be convened for preparing the pending Select Lists and enabling eligible officers to be inducted into the Indian Forest Service.
Once the proposal is submitted, the UPSC will examine the eligibility of officers and finalize the induction process through the prescribed selection mechanism.
Why the Process Was Frozen for 13 Years
The induction of officers into the Indian Forest Service through the promotion quota had remained suspended in Jammu & Kashmir since 2013 due to the absence of a recognised State Forest Service (SFS).
Following the reorganisation of Jammu & Kashmir and subsequent administrative changes, uncertainty prevailed regarding which service would qualify as the feeder cadre for induction into the IFS.
After examining the issue, the Ministry concluded that the Jammu & Kashmir Forest (Gazetted) Service (Territorial) fulfils the prescribed conditions relating to recruitment, training and service requirements for promotion to the Indian Forest Service.
This decision has removed the legal and administrative hurdle that had stalled promotions for more than a decade.
How Officers are Inducted into the Indian Forest Service
The Indian Forest Service recruits officers through two channels:
- Direct Recruitment: Approximately 66% of IFS vacancies are filled through the UPSC examination.
- Promotion Quota: The remaining 33% are filled by promoting eligible officers from the State Forest Service under the provisions of the Indian Forest Service (Appointment by Promotion) Regulations, 1966.
With the recognition of the J&K Forest (Gazetted) Service (Territorial) as the eligible feeder service, the long-pending promotion quota process can now move forward.

The revival of the induction process is expected to provide a significant career progression opportunity for eligible officers serving in the Jammu & Kashmir Forest Department.
The identification of vacancies across multiple Select Lists dating back to 2013 indicates that promotions pending for several years may now be processed in a phased manner once the UPSC convenes the Selection Committee Meetings.
