Mumbai/Bhopal: Madhya Pradesh Chief Minister Dr Mohan Yadav has invited domestic and international investors to explore opportunities in the state’s chemical, petrochemical, fertiliser and pharmaceutical manufacturing sectors, assuring them of policy support, transparent processes and investment facilitation.

Addressing the inaugural session of the three-day India Chem 2026 event at the Bombay Exhibition Centre in Mumbai, Yadav said Madhya Pradesh has significant potential to emerge as a leading destination for chemical and petrochemical industries. He also invited global companies and investors to participate in the state’s Global Investors Summit 2027.

The event, being held under the theme “Advantage Bharat – An Emerging Global Chemicals Hub,” brings together industry leaders, investors and government representatives to discuss investment opportunities and the future of India’s chemical and petrochemical industries.

Yadav said the state government is committed to providing investors with the necessary support, security and infrastructure to establish and expand industrial operations.

Madhya Pradesh Targets Growth in Chemical and Petrochemical Industries

Yadav highlighted opportunities across petrochemicals, petro-polymers, fertilisers, specialty chemicals and pharmaceutical manufacturing. He said the state has established a simplified, transparent and investor-friendly system to facilitate industrial investment.

The Chief Minister reiterated the government’s vision of positioning Madhya Pradesh as a global hub for chemical and petrochemical industries. He also encouraged companies to explore manufacturing opportunities in the state rather than treating it solely as a consumer market.

Referring to India’s long-term industrial ambitions, Yadav said Prime Minister Narendra Modi has set a target of taking the commercial turnover of chemical and fertiliser-related businesses to USD 1 trillion by 2040. State governments, he added, have an important role in supporting this objective through investment, infrastructure and industrial development.

Union Minister for Health and Family Welfare and Chemicals and Fertilisers Jagat Prakash Nadda also highlighted the importance of state-level implementation of central policies in achieving the country’s industrial growth targets.

Bina Emerges as a Key Petrochemical Investment Destination

Yadav identified Bina in Madhya Pradesh’s Sagar district as a major emerging centre for petrochemical industries. He said the foundation stone for a downstream petrochemical unit costing approximately ₹50,000 crore had been laid by Prime Minister Narendra Modi.

The project is expected to produce more than 2.2 million tonnes of petrochemical products annually, creating opportunities for industries that use petrochemical feedstock.

The Chief Minister also highlighted Bharat Petroleum Corporation Limited’s (BPCL) proposed ethylene cracker and refinery expansion project, involving an investment of approximately ₹49,000 crore. The project is expected to support the development of petrochemical-based industries across central India.

Yadav urged companies such as Indian Oil Corporation, Reliance Industries and Haldia Petrochemicals to explore polymer processing, distribution and related manufacturing opportunities around Bina.

He noted that the availability of petrochemical feedstock could support industries such as plastics, packaging, pharmaceuticals and automobiles, while also creating employment opportunities for young people.

Plastic Parks and PM MITRA Park to Support Industrial Clusters

The Chief Minister said Madhya Pradesh is working to develop a strong polymer-processing ecosystem that can benefit both large industries and micro, small and medium enterprises (MSMEs).

He highlighted two plastic parks developed in the state:

  • Tamot, Raisen district: A 121-acre plastic park equipped to support plastic-based industries. An advanced plastic product prototyping and evaluation centre of the Central Institute of Petrochemicals Engineering and Technology (CIPET) is also established here.
  • Bilaua, Gwalior district: A 93-acre plastic park intended to support plastic processing and manufacturing activities.

Yadav also highlighted the PM MITRA textile park being developed in Dhar district. He said the project could create opportunities not only for textiles and ready-made garments but also for polymer, chemical and ancillary industries.

The development of these industrial clusters is aimed at strengthening the state’s manufacturing ecosystem and encouraging greater participation by smaller enterprises.

Vijaypur, Ashta and Nagda Offer Opportunities for Gas-Based and Chemical Industries

Yadav underlined the importance of existing gas-processing infrastructure in Vijaypur, where GAIL India has two gas-processing units. The location also has a 10 MW green hydrogen plant with a reported production capacity of 4.3 tonnes per day.

He identified GAIL India’s petrochemical project at Ashta in Sehore district as another important opportunity for industrial development. The Chief Minister also pointed to the large industrial complex of Grasim Industries in Nagda as an example of Madhya Pradesh’s established chemical manufacturing capabilities.

In addition, he highlighted a new petrochemical project in Dewas, saying it could further expand the state’s industrial opportunities.

The state government is encouraging investment across the chemical value chain, including gas-based industries, petrochemical processing, specialty chemicals and downstream manufacturing.

Madhya Pradesh Invites Agrochemical and Specialty Chemical Companies

Yadav called on leading agrochemical companies, including UPL, PI Industries, Dhanuka and Syngenta, to consider Madhya Pradesh as a manufacturing destination.

He also encouraged Deepak Nitrite and Aarti Industries to explore opportunities for establishing new specialty chemical units or expanding existing operations in the state.

The Chief Minister expressed interest in engaging with CHEMEXCIL and exporters to identify opportunities for export-oriented chemical manufacturing.

Global companies such as BASF, Dow, Arkema, LANXESS and Mitsubishi Chemical were also invited to assess the state’s investment potential under their future growth strategies.

The proposed expansion of these sectors is expected to support industrial diversification, strengthen domestic supply chains and create opportunities for exports.

Madhya Pradesh Highlights Infrastructure and Investment Potential

Yadav said the state’s central location gives it a strategic advantage for manufacturing and logistics. He stated that Madhya Pradesh had received investment proposals worth more than ₹34 lakh crore over the preceding nearly three years, with more than ₹12 lakh crore worth of proposals having moved towards implementation.

He also referred to investment proposals worth approximately ₹12.5 lakh crore reaching the ground following the Global Investors Summit 2025.

The Chief Minister highlighted several advantages available to investors, including:

  • Industrial land available on lease at concessional rates.
  • Adequate water resources and surplus electricity.
  • Plug-and-play industrial infrastructure.
  • A road network exceeding 5 lakh kilometres.
  • Eight airports and six inland container depots.
  • Access to a trained workforce.
  • Simplified and transparent procedures for setting up industries.

Yadav said the state government is focusing on making industrial investment easier by providing infrastructure and a supportive policy environment. He added that the state aims to attract both large-scale projects and smaller manufacturing enterprises.

India Chem 2026 Focuses on India’s Global Chemical Industry Ambitions

Yadav said India has been expanding its presence in international chemical and petrochemical markets. He noted that the country exports petrochemical and organic products to more than 170 countries and that chemical and petrochemical production has increased by approximately 25% over the past 12 years.

He also referred to the growth of India’s petrochemical market, stating that it had expanded from approximately USD 120 billion in 2014 to more than twice that size.

The Chief Minister said global supply-chain disruptions and volatility in crude oil markets present both challenges and opportunities for Indian manufacturers. He urged businesses to use the changing global environment to invest in modern technologies and expand domestic manufacturing.

He added that Madhya Pradesh is prepared to work with the Centre and other state governments to attract investment and strengthen India’s position in the global chemical industry.

Union Minister J. P. Nadda Highlights USD 1 Trillion Petrochemical Target

Union Minister Jagat Prakash Nadda said India’s petrochemical industry is currently valued at approximately USD 220 billion, with a target of reaching USD 1 trillion by 2040. He added that the chemical and petrochemical industry could exceed USD 1.6 trillion by 2047 as part of the country’s broader Viksit Bharat vision.

Nadda emphasised that state governments play a critical role in translating central government policies into industrial projects and investment outcomes.

He also highlighted central government support for the development of large chemical parks, including financial assistance of ₹1,000 crore per park. According to the minister, the initiative has been included in the Union Budget, with the Centre also expected to facilitate the necessary environmental clearances for developing world-class chemical parks.

Centre to Support Research, Development and Sustainable Chemical Manufacturing

Nadda said the government is encouraging research and development in advanced petrochemical and chemical industries. He referred to a ₹1 lakh crore funding provision aimed at promoting research and development in advanced sectors.

He also stressed the need for sustainable chemical manufacturing, reduced carbon emissions, improved workplace safety and employee training to prevent industrial accidents.

Highlighting India’s relatively low per-capita plastic consumption compared with global levels, the minister said the sector needs an appropriate regulatory framework to support responsible growth.

Nadda also read out a special message from Prime Minister Narendra Modi for India Chem 2026, emphasising the importance of cooperation between industry leaders and government institutions in advancing India’s industrial ambitions.
