According to a written reply in Lok Sabha by Union Minister for Tourism and Culture, Mr. Gajendra Singh Shekhawat, adventure tourism development primarily falls under the jurisdiction of State Governments and Union Territory Administrations, but the Ministry has laid out a national strategy to position India as a global adventure tourism destination.

National Strategy for Adventure Tourism

The National Strategy for Adventure Tourism focuses on:

  • Developing adventure destinations across the country
  • Promoting safety in adventure tourism
  • Skill development and capacity building for adventure guides and operators
  • Marketing and positioning India as a preferred global adventure tourism destination

Responsible Adventure Tourism Guide Training

To promote safety and professionalism in the sector, the Ministry conducts Responsible Adventure Tourism Guide Courses through its Regional India Tourism Offices.

These courses are run in close coordination with the Adventure Tour Operators Association of India (ATOAI)

The training ensures that adventure guides are well-equipped with knowledge of safety protocols, first-aid, and responsible tourism practices

Adventure Safety Guidelines

In collaboration with ATOAI, the Ministry has developed Adventure Safety Guidelines to establish a standardized framework for safety in adventure tourism.

These guidelines have been circulated to all States and Union Territories

States/UTs are requested to adopt and update safety protocols, ensuring compliance by all adventure tourism operators

Strict monitoring is advised to maintain adherence to safety regulations and licensing norms

Government Commitment to Safe and Sustainable Adventure Tourism

The Ministry’s initiatives reflect a commitment to making adventure tourism both exciting and safe, while encouraging skill development, capacity building, and responsible tourism practices.

By ensuring strict safety adherence and promoting regulated adventure tourism, India aims to strengthen its position as a global hub for adventure travelers
